PROPERTY TAX AND LOCAL GOVERNMENT FINANCE COMMITTEE
MINUTES

Representative Drazkowski, Chair of the Property Tax and Local Government Finance Committee, officially called the meeting to order at 8:17AM on March 7th, in room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Erickson moved the minutes from February 28th, 2018 be approved. THE MOTION PREVAILED.

HF2941 (Davids) Property owned by an Indian tribe exemption expanded.

Representative Barr moved HF2971 be laid over for possible inclusion in the omnibus bill.

Representative Barr offered the following oral amendment: P. 1 L. 1.9, delete “less” and insert “more” and delete “100,000” and insert “300,000”. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifiers:
Reid Lebeau, representing the Fond du Lac Band, testified in favor of HF2941.

Representative Barr renewed her motion that HF2971, as amended, be laid over for possible inclusion in the omnibus bill. THE MOTION PREVAILED.

HF3276 (Whelan) Residential property consolidated into a single classification, class rates modified, state general levy on seasonal-recreational property eliminated, and blind and disabled homestead classification replaced with a refund payment.

Representative Whelan moved HF3276 be laid over for possible inclusion in the omnibus bill.

Representative Whelan moved the HF3276A2 amendment.

Representative Whelan offered the following oral amendment to the HF3276A2 amendment: P. 9 L. 9.16, delete “one” and insert “0.9”, and P. 9 L. 9.17 delete “450” and insert “425”. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Whelan renewed her motion to move the HF3276A2 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

HF3189 (Bennett) Medical facilities in underserved areas exempted from sales and property taxes.

Representative Loonan moved HF3189 be laid over for possible inclusion in the omnibus bill.

Representative Loonan moved the HF3189A1-1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
