HEATH AND HUMAN SERVICES REFORM COMMITTEE
MINUTES


Representative Schomacker, Chair of the Health and Human Services Reform Committee, called the meeting to order at 8:20 a.m. on Thursday, March 16, 2017, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

HF1331 (Zerwas) Prisoner mental health screening governed.

Representative Schomacker moved HF1331 be recommended to be re-referred to the General Register.

Testimony was heard regarding HF1331.

Stephanie Radtke, Deputy Director, Community Services, Dakota County.

Representative Schomacker renewed his motion that HF1331 be recommended to be re-referred to the General Register. THE MOTION PREVAILED.

HF1938 (Baker) Chemical and mental health service governing provisions modified.

Representative Baker moved HF1938 be recommended to be re-referred to the Committee on Health and Human Services Finance.

Representative Baker moved the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testimony was heard regarding HF1938, as amended.

Lane Elmer, CEO, New Beginnings Minnesota;
Claire Wilson, Assistant Commissioner, Community Supports Administration, Minnesota Department of Human Services (DHS).

Representative Schomacker renewed his motion that HF1938, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF1245 (Schomacker) Child and family services, chemical and mental health services, operations, health care, and community supports provisions modified; and technical corrections made.

Representative Schomacker moved HF1245 be recommended to be re-referred to the General Register

Representative Schomacker moved the oral amendment to HF1245 “Delete article 3, section 35. Delete article 5, section 10.” THE AMENDMENT WAS ADOPTED.

Representative Schomacker moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testimony was heard regarding HF1245, as amended.

Representative Schomacker renewed his motion that HF1245, as amended, be recommended to be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.
