MINUTES
Representative Fabian, Chair of the Environment and Natural Resources Policy and Finance Committee, called the meeting to order at 8:15 A.M. on January 17th, 2017, in Hearing Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Fabian called the meeting to order at 8:15 A.M. A quorum was present.
Representative Torkelson moved to adopt the minutes of January 12th, 2017. THE MOTION PREVAILED.
Matt Gehring, Legislative Analyst, House Research Department, provided an overview of administrative rulemaking for legislators.
Bob Meier, Assistant Commissioner, Minnesota Department of Natural Resources, and Beth Carlson, Strategic Planning and Policy Administrator, Minnesota Department of Natural Resources, provided an overview of agency rulemaking.
Mike Hanan, Solid Waste Director, Otter Tail County, provided testimony on rulemaking and permitting issues for construction and demolition landfills.
Daniel Marx, Legal Counsel, Minnesota Economic and Environmental Scientific Review Board (MESERB), provided testimony on rulemaking issues for municipalities.
The meeting was adjourned at 9:50 A.M.
