MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting and unofficially called the meeting to order at 8:15 AM on March 8, 2018, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson officially called the meeting to order at 8:15 AM. A quorum was present.

Representative Pryor moved approval of the minutes from the March 6, 2018 meeting. THE MOTION PREVAILED.

Representative Daniels moved HF 2843 be laid over for possible inclusion in the omnibus bill.

Maggie Kiley, Director of Nerstrand School, testified in favor of HF 2843.

Lisa Pfleger, Nerstrand School parent, testified in favor of HF 2843.

Eugene Piccolo, Executive Director of the Minnesota Association of Charter Schools, testified against HF 2843.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified on HF 2843 with concerns.

Representative Erickson laid over HF 2843 for possible inclusion in the omnibus bill.

Representative Daniels presented HF 2752.

Representative Bennett presented HF 3190.

Representative Erickson moved amendment H3190A1. THE AMENDMENT WAS ADOPTED.

Joseph E. Brown, Sr., Fairmont Area Schools Superintendent, testified in favor of HF 3190 as amended.

Andrew Traetow, Fairmont Area Schools Principal, testified in favor of HF 3190 as amended.

Robert Bonin, Fairmont Area Schools Teacher, testified in favor of HF 3190 as amended.

Anna Nordquist, a junior at Fairmont High School, testified in favor of HF 3190 as amended

Adam Carstensen, a senior at Fairmont High School, testified in favor of HF 3190 as amended.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified on HF 3190 as amended.

Representative Erickson renewed Representative Bennett’s motion that HF 3190 as amended be re-referred to the Education Finance committee. THE MOTION PREVAILED.

Representative Erickson moved HF 3207 be re-referred to the committee on Education Finance.

Karen Balmer, Principal of Minnehaha Academy, testified in favor of HF 3207.

Tim Benz, President of the Minnesota Independent School Forum, testified in favor of HF 3207.

Julie Winn, Instructional Enrichment Specialist at Minnehaha Academy, testified in favor of HF 3207.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified on HF 3207 with concerns.

Representative Erickson renewed the motion that HF 3207 be re-referred to the committee on Education Finance. THE MOTION PREVAILED.

Representative Erickson moved HF 3182 be referred to the committee on Education Finance.

Connie Hayes, Superintendent of Northeast Metro, testified in favor of HF 3182.

Ryan Strack, representing Homeless and Highly Mobile Students with Minneapolis Public Schools, testified in favor of HF 3182.

Representative Erickson renewed her motion to re-refer HF 3182 to the committee on Education Finance. THE MOTION PREVAILED.

Representative Erickson moved HF 3315 be laid over as the vehicle for the omnibus bill.

Representative Erickson moved amendment A18 0588.

Daron Korte, Assistant Commissioner of the Minnesota Department of Education, testified on the A18 0588 amendment.

Representative Erickson renewed her motion that amendment A18 0588 be adopted. THE AMENDMENT WAS ADOPTED.

Representative Erickson announced that the committee meeting would continue at the call of the Chair or about 4:15 PM.

The committee recessed at 10:00 AM.

Representative Erickson reconvened the meeting at 4:15 PM.

Roger Aronson, Legal and Legislative Counsel with Minnesota Elementary School Principals’ Association, testified on the A18 0588 amendment with concerns.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified on the A18 0588 amendment.

Representative Erickson moved amendment A180586.

Kate Lynne Snyder, with the Minnesota Department of Education, testified on A18 0586.

Representative Erickson renewed the motion that the A18 0586 amendment be adopted. THE AMENDMENT WAS ADOPTED.

Sarah Ford, Policy Researcher at Education Minnesota, testified on HF 3315 as amended.

Grace Keliher, Minnesota School Boards Association, testified in favor of HF 3315 as amended.

Jim Bartholomew, Education Policy Director with the Minnesota Business Partnership, testified on HF 3315 as amended.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified on HF 3315 as amended.

Josh Downham, Minneapolis Public Schools, testified on HF 3315 as amended.

Paul Allwood, Assistant Commissioner of Minnesota Department of Health, testified on HF 3315 as amended.

Randy Ellingboe, Manager of Drinking Water Protection with the Minnesota Department of Health, testified on HF 3315 as amended.

Jessica Webster, Staff Attorney with Mid-Minnesota Legal Aid, testified on HF 3315 as amended.

Representative Erickson laid over HF 3315 as amended as the omnibus vehicle.

The meeting adjourned at 6:07 PM
