MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:17 AM on January 10, 2017, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson called the meeting to order at 8:26 AM. A quorum was present.

Representative Sondra Erickson talked about district 15A, her background, and stated goal for committee this biennium is provide best possible education for all Minnesota kids.

Representative Brian Daniels talked about district 24B, and his background.

Representative Mariani talked about district 65B, his background, and stated goal for committee this biennium is to encourage policy that supports growing diversity of teaching force.

Representative Bennett talked about district 27A, her background, and stated goal for committee this biennium is to empower local schools districts and schools.

Representative Grossell talked about district 2A, his background, and stated goal for committee this biennium is to empower school districts and parents.

Representative Jessup talked about district 42A, his background, and stated goal for committee this biennium is to support and empower teachers.

Repesentative Kunesh-Podein talked about district 41B, her background, and stated goal for committee this biennium is meeting needs of all students and special education support.

Representative Lee talked about district 59A, his background, and stated goal for committee this biennium is advocacy and to bring perspective of ESL students.

Representative Pryor talked about district 48A, her background, and stated goal for committee this biennium is to audit previous policies passed in committee and expand on what works.

Representative Rarick talked about district 11B, his background, and stated goal for committee this biennium is trying to bring trades and skills education back to schools.

Representative Urdahl talked about district 18A, his background, and stated goal for committee this biennium is to offer incentives for teachers pursuing higher education.


Representative Ward talked about district 53A, her background, and stated goal for committee this biennium is to support early childhood family education programs.

Representative Bahr talked about district 31B, his background, and stated goal for committee this biennium is advocating for trades in high schools.

Representative Haley talked about district 21A, her background, and stated goal for committee this biennium is linking education and industry.

Introduction of Committee Administrator Andrew Hasek.

Introduction of GOP Research Amy Roberts.

Introduction of DFL Research Maars Beltrandy y Rudquist.

Representative Bly talked about district 20B, his background, and stated goal for committee this biennium is career and technical training.

Grace Keliher Minnesota Schools Boards Association, talked on teacher shortage and addressing education research.

Gary Amoroso, Executive Director Minnesota Association of School Administrators, talked on addressing teacher shortage and education innovation.

Roger Aronson, Elementary and Secondary Principal Associations, talked on college in the schools, school discipline, and proper teacher licensure.

John Klaber Executive Director of Minnesota Association of Special Education Administrators, talked on special education licensure and potential transportation issues with students.

Annette Sallman, Minnesota Community Education Association, talked on adult basic education, youth development, and helping at risk students.

Jodee Buhr, Education Minnesota, talked on teacher shortage and addressing shortages & retention.

Kathi Micheletti, Education Minnesota, talked on teacher development.

Joshua Crosson, Ed Allies, talked on ensuring students attend schools that are relevant academically and culturally, and addressing of teacher diversity.

Brandie Burris-Gallagher, Policy Director Ed Allies, talked on investments in early learning with low income children.

Representative Christensen talked about district 56A, his background, and stated goal for committee this biennium on having great teachers in every classroom.

Representative Maye Quade talked about district 57A, her background, and stated goal for committee this biennium is to strengthen and diversify public education.

Jim Bartholomew, Minnesota Business Partnership, talked on ensuring world class academic standards, parent aware, and school choice.

Lori Grivna, Association of Metropolitan School Districts, talked on tiered licensure and reducing mandates on local districts.

Sam Walseth, Minnesota Rural Education Association, talked on addressing teacher shortage in Greater Minnesota.

Brad Lundell, Executive Director Schools for Equity, talked on concurrent enrollment.

Erica Maas, Executive Director Close Gaps by 5, talked on early education development policies and prioritizing low income students.

Shannon Mitchell, Educators for Excellence, talked on increasing teacher quality/diversity and keeping students in the classroom.

Mary Gilbert, Legislative Liaison Saint Paul Public Schools, talked on maximizing medical reimbursements for students and special education needs.

Valerie Dosland, Ewald Consulting, discussed legislative priorities for the biennium.

Violeta Hernandez, Policy Liasion Minnesota Council on Latino Affairs, discussed legislative priorities for biennium.

Josh Downham, Serve Minnesota and Minneapolis Public Schools, talked on mental health support and addressing student trauma.

Cindy Krist, Minnesota Association of Colleges for Teacher Education, talked on addressing legislative inconsistencies and teacher diversity/shortage.

Stacy Stout, Minnesota Chamber of Commerce, talked on workforce shortage and kindergarten readiness.

Adosh Unni, Director of Government Relations Minnesota Department of Education, testified on his role and resources available to members with Minnesota Department of Education.

The meeting adjourned at 10:00 AM.
