MINUTES

Representative Hamilton, Chair of the Agriculture Finance Committee, called the meeting to order at 10:21AM on March 21st, 2018, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hamilton called the meeting to order at 10:21AM. A quorum was present.

Representative Poston moved to approve the minutes of March 8th, 2018. THE MINUTES WERE APPROVED.

Representative Hamilton moved that HF3890 be laid over for possible inclusion.

HF3890 (Fabian) Agriculture commissioner allowed to reimburse a university extension agent for providing the fair market value of destroyed or cripple livestock.

HF3890 was laid over for possible inclusion.

Representative Hamilton moved that HF2983 be laid over for possible inclusion.

HF2983 (Backer) Agriculture fertilizer research and education fee, Minnesota Agricultural Fertilizer Research and Education Council, Minnesota agricultural fertilizer research and education program, and agriculture fertilizer and education account extended by 10 years.

Testifying on HF2983 was Bill Bond, Minnesota Crop Retailers Association.

HF2983 was laid over for possible inclusion.

Representative Poston moved that HF3442 be re-referred to the General Register.

HF3442 (Backer) Advanced biofuel production incentive payment minimum production level reduced.

Representative Hamilton moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hamilton moved to adopt an oral amendment. The oral amendment was, “Page 1, line 12, reinstate the stricken language and delete ‘1,500’.” THE ORAL AMENDMENT WAS ADOPTED.

Testifying on HF3442 was Brendan Jordan, Great Plains Institute.

Representative Poston renewed his motion that HF3442, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

Representative Munson moved that HF3374 be re-referred to the General Register.

HF3374 (Munson) Noncommercial pesticide applicator license fee reduced.

Testifying on HF3374 was Don Knutson, Executive Director, Greenview.

Representative Munson renewed his motion that HF3374 be re-referred to the General Register. THE MOTION PREVAILED.

Representative Anderson moved that HF2884 be laid over for possible inclusion.

HF2884 (Anderson, P.) Sales of off-sale alcoholic beverages excluded when determining a food handler license fee.

Testifying on HF2884 was Whitney Place, Legislative Director, Minnesota Department of Agriculture.

HF2884 was laid over for possible inclusion.

Representative Johnson moved that HF3484 be laid over for possible inclusion.

HF3484 (Johnson, C.) Rural economic development study funding provided, and money appropriated.

Representative Johnson moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF3484 was Sam Ziegler, Director, GreenSeam,

HF3484 was laid over for possible inclusion.
