MINUTES

Representative Miller, Chair of the Agriculture Finance Committee, called the meeting to order at 10:15AM on March 8th, 2017, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Miller called the meeting to order at 10:15AM. A quorum was not present.

A quorum was present at 10:17AM.

Representative Kiel moved to approve the minutes of March 2nd, 2017. THE MINUTES WERE APPROVED.

Representative Anderson moved HF1257 be laid over for possible inclusion in the Agriculture Finance Omnibus bill.

HF1257 (Anderson) Technical assistance and technology grants provided for spark ignition motor fuel wholesalers and retailers, and money appropriated.

Testifying on HF1257 was Randall Doyle, Chief Executive Officer, Al-Corn Clean Fuel, Tim Rudnicki, Executive Director, Minnesota Bio-Fuels Association and Kevin Thoma, Minnesota Petroleum Marketers Association.

HF1257 was laid over for possible inclusion in the Agriculture Finance Omnibus Bill.

Representative Pierson moved HF2031 be laid over for possible inclusion in the Agriculture Finance Omnibus bill.

HF2031 (Pierson) Shade tree replacement funding provided, bonds issued, and money appropriated.

Testifying on HF2031 was Karen Zumach, Vice President, Minnesota Shade Tree Advisory Committee, Kay Qualley, Planning and Zoning, City of Fridley, Michael Chenay, Founder, Project Sweetie Pie, and Dan Ruiz, Director, Public Works, City of Brooklyn Park, and Kirk Pederson, Minneapolis Park and Recreation Board.

HF2031 was laid over for possible inclusion in the Agriculture Finance Omnibus bill.

Representative Pierson moved HF2032 be laid over for possible inclusion in the Agriculture Finance Omnibus bill.

HF2032 (Pierson) Shade tree replacement funding provided, and money appropriated.

Representative Pierson moved to reconsider HF2031. THE MOTION PREVAILED.

Representative Pierson moved to re-refer HF2031 to the Committee on Capitol Investment. THE MOTION PREVAILED.

HF2032 was laid over for possible inclusion in the Agriculture Finance Omnibus bill.

Representative Hansen moved HF1621 be laid over for possible inclusion in the Agriculture Finance Omnibus bill.

HF1621 (Hansen) Forest pest response funding provided, and money appropriated.

Testifying on HF1621 was Michael Orange, City Planner, City of Minneapolis.

HF1621 was laid over for possible inclusion in the Agriculture Finance Omnibus bill.

Representative Bly moved HF1076 be laid over for possible inclusion in the Agriculture Finance Omnibus bill.

HF1076 (Bly) University of Minnesota Forever Green Agriculture Initiative funding provided, and money appropriated.

Testifying on HF1076 was Craig Sheaffer, University of Minnesota, Kayla Altendorf, University of Minnesota, Gabe Gunsmini, Director, Agronomy Discovery and Sustainability Research, PepsiCo.

HF1076 was laid over for possible inclusion in the Agriculture Finance Omnibus bill.

Representative Hamilton moved HF1370 be laid over for possible inclusion in the Agriculture Finance Omnibus bill.

HF1370 (Hamilton) Good food access account money transferred from the general fund.

Testifying on HF1370 was Erin Meier, University of Minnesota Extension, Pam Bishop, Southern Minnesota Initiative Foundation and Luke Sharman, Churches United in Ministry.

HF1370 was laid over for possible inclusion in the Agriculture Finance Omnibus bill.

The meeting was adjourned at 11:52AM.
