Representative Tim Kelly, Co-Chair of the Joint Transportation Policy and Finance Committee, began the twenty-eighth meeting at 10:09 AM on February 15, 2016 in Room 200 of the State Office Building. A quorum was present

Matt Buress, House Research Analyst, testified on HF4.

Mark Gieseke, MnDOT Office of Transportation System Management, testified on status of recently passes federal transportation FAST Act legislation and its impacts on Minnesota.

Tim Spencer, MnDOT Office of Freight and Commercial Vehicle Operations, testified on FAST Act provisions related to rail safety.

Phillip Qualy, United Transportation Union, testified on FAST Act provisions related to rail safety.

Brian Sweeny, BNSF, and John Apitz, MN Regional Railroads Association, testified on railroad safety improvements.
