MINUTES

Representative Cornish, Chair of the Public Safety and Crime Prevention Policy and Finance Committee, called the meeting to order at 10:16 A.M. on March 3, 2015 in Hearing Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Cornish called the meeting to order at 10:16 A.M. A quorum was present.

Representative Considine moved that the minutes from the February 25, 2015 meeting be approved.

THE MOTION PREVAILED.

Vice Chair Johnson assumed the gavel at 10:18 A.M.

HF 0783 (Cornish): Fourth-degree assault protections expanded to employees supervising and working directly with mentally ill and dangerous patients.

Representative Cornish moved to pass HF 0783 and refer to the HHS Reform Committee.

Representative Cornish renewed his motion to pass HF 0783 and refer to the HHS Reform Committee.

Chair Cornish assumed the gavel at 10:30 A.M.

HF 0969 (Hertaus): Offenders placed on intensive supervised release from prison required to be place on electronic monitoring immediately upon release.

Representative Hertaus moved HF 969 to pass and move to the general register.

Representative Hertaus moved to orally amend HF 969 as follows:
Page 1, Line 13 after “agent” insert “,or the agent’s designee,”

Representative Hertaus moved that HF 0969, as amended, be laid over for possible inclusion in omnibus bill.

HF 0323 (Howe): Wages and payroll payment and payroll deductions modified.

Representative Howe moved that HF 0323 be passed and referred to Job Growth and Energy Affordability Committee.

Representative Howe moved the DE1-2 Amendment.

HF 1077 (Schoen): Technical changes to Minnesota Statutes made resulting from repeal of outdated and redundant statutes relating to public safety.

Representative Schoen moved HF 1077 to be laid over for possible inclusion in omnibus bill.

HF 1140 (Schoen): Untested sexual assault test kits accounted for, and report required.

Representative Schoen moved to pass HF 1140 and move to the general register.

Representative Schoen moved the A1 Amendment.

Representative Schoen moved to orally amend the A1 Amendment as follows:

Page 1, line 1.14, before “kit” insert “untested rape” in both instances.
