Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 12:45 P.M. on Wednesday, March 18, 2015, in Room 10 of the State Office Building.:

Representative Garofalo called the meeting to order at 12:45 P.M. A quorum was present.

Representative Clark moved to approve the minutes from the previous hearing. THE MOTION PREVAILED.

HF1105 (Vogel) Urban challenge grants program modified, and money appropriated. The bill was laid over for possible inclusion in an omnibus bill.

Representative Vogel moved the A15-0081 amendment. THE MOTION PREVAILED.

Representative Vogel; Lee Hall, Metropolitan Consortium of Community Developers; John Sullivan, Carver County Community Development Agency; testified on HF1105, as amended.

HF1012 (Dean) Home and community-based setting residency ratio restrictions modified.

Representative Garofalo moved the A1 amendment. THE MOTION PREVAILED.

Representative Dean; Chuck Peterson, Clare Housing; testified on HF1012, as amended.

Representative Scott moved that HF1012 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF713 (Loonan) Minnesota High Tech Association's SciTechsperience program provided grant funding; science, technology, engineering, and math internships provided, and money appropriated. The bill was laid over for possible inclusion in an omnibus bill.

HF438 (Kresha) Minnesota New Markets Jobs Act adopted, capital for business growth in economically distressed communities provided, penalties imposed, and report required.

Representative Garofalo moved the A15-0209 amendment. THE MOTION PREVAILED.

Representative Garofalo moved an oral amendment. On page 3, on line 36 strike “equity” and insert “entity.” THE MOTION PREVAILED.

Representative Kresha; Paul Cassidy, Stinson Leonard Street; testified on HF438, as amended.

Representative Garofalo moved that HF438 be recommended to pass and be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF1400 (Lucero) Certificate of need issuance prohibition for new nuclear power plant abolished. The bill was laid over for possible inclusion in an omnibus bill.
