MINUTES

Representative Mack, Chair of the Health and Human Services Reform Committee, began the meeting at 3:02 PM on March 29th, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack began the meeting at 3:02 PM. A quorum was not present.

Representative Mack officially called the meeting to order at 3:10 PM. A quorum was present.

Representative Albright moved the minutes of March 23rd, 2016 be approved. THE MOTION PREVAILED.

HF2345 (Hamilton) Spoken language health care interpreter tiered registry system required, and money appropriated.

Representative Mack moved HF2345 be re-referred to the Committee on Civil Law and Data Practice.

HF3269 (Kresha) Advanced practice registered nurses in primary care practice low retention rate study grant award required, and money appropriated.

Representative Mack moved HF3269 be re-referred to the Committee on Health and Human Services Finance.

HF3555 (Rarick) Public health care program or qualified health plan notice and consent requirements for persons applying for coverage established, and applicants allowed to determine type of coverage for which the applicant is applying.

HF3142 (Zerwas) Statewide trauma system; home care; hearing instrument dispensers; and food, beverage, and lodging establishment provisions amended.

Representative Zerwas moved HF3142 be re-referred to the Committee on Civil Law and Data Practices.

Representative Zerwas moved the H3142A3-1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3142 was Melissa Finnegan, Director of Legislative Relations, Minnesota Deptartment of Health.

HF3419 (Dean) Maternal depression screening and treatment grant program established, and pilot projects to provide treatment for pregnant and postpartum women with substance use disorders established.

Representative Dean moved HF3419 be re-referred to the Committee on Health and Human Services Finance.

Representative Dean renewed his motion that HF3419 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF2140 (Dean) Human services commissioner required to establish a web application to compare prescription drug prices.

Representative Dean moved HF2140 be re-referred to the Committee on Health and Human Services Finance.
