MINUTES

Representative Mack, Chair of the Health and Human Services Reform Committee, officially called the meeting to order at 2:52 PM on March 22nd, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Mack officially called the meeting to order at 2:52 PM. A quorum was present.

Representative Baker moved the minutes of March 16th, 2016 be approved. THE MOTION PREVAILED.

HF2803 (Zerwas) Emergency admission early termination notice requirements specified.

Representative Zerwas moved HF2803 be re-referred to the Committee on Civil Law.

Testifying in support of HF2803 was John Ohl, Chief of Police, City of St. Anthony.

Representative Zerwas renewed his motion that HF2803 be re-referred to the Committee on Civil Law. THE MOTION PREVAILED.

HF2539 (Halverson) Continuum of care for individuals with substance use disorders support grant funding provided, and money appropriated.

Representative Mack moved HF2539 be re-referred to the Committee on Health and Human Services Finance.

Testifying in support of HF2539 were Kris Kelly, Minnesota Recovery Connection, Paul Yerby, Minnesota Recovery Connections, Philip Rutherford, Program Coordinator, Recovery Is Happening and Tiffany Hunsley, Recovery Is Happening.

Representative Mack renewed her motion that HF2539 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

H3150 (Whelan) Abortion data required to be reported by physicians or facilities modified.

Representative Mack moved HF3150 be re-referred to the Committee on Civil Law.

Representative Mack moved the H3150DE3 amendment. THE AMENDMENT WAS ADOPTED.

HF2405 (Zerwas) Human services commissioner required to seek a federal waiver to allow MinnesotaCare enrollees access to advanced premium tax credits and cost-sharing reductions.

Representative Zerwas moved HF2405 be re-referred to the Committee on Health and Human Services Finance.

Testifying in support of HF2405 was Chris Schneeman, Seven Hills Benefits, on behalf of MN Association of Health Underwriters.

HF3276 (Mack) Consumer-directed community supports budget methodology existing exception sunset extended.

Representative Mack moved HF3276 be re-referred to the General Register.

Representative Mack moved the H3276A1 amendment. THE AMENDMENT WAS ADOPTED.

HF3277 (Zerwas) Food stamp employment and training program reimbursement requirements changed, and Supplemental Nutrition Assistance Program appropriation requirements modified.

Representative Mack moved HF3277 be re-referred to the Committee on Health and Human Services Finance.

Representative Dean presented HF3277.

Representative Mack moved the H3277A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying in support of HF3277 was Sarah Strong, MSPWin and Jim Durdle, Goodwill-Easter Seals.

Representative Zerwas renewed his motion that HF3277, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF2436 (Zerwas) Medical assistance payment rates for dental services provided outside the seven-county metropolitan area increased.

Representative Zerwas moved HF2436 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved the H2436DE1-1 amendment. THE AMENMENT WAS ADOPTED.

Representative Zerwas moved the H2436A1 amendment. THE AMENMENT WAS ADOPTED.

HF2437 (Zerwas) Medical assistance payment rates for dental services increased.

Representative Zerwas moved HF2437 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved the H2437DE1-1 amendment. THE AMMENDMENT WAS ADOPTED.

Representative Loeffler moved the H2437A1 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Loeffler withdrew the H2437A1 amendment.

Representative Zerwas renewed his motion that HF2436, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF2614 (Zerwas) Medical Assistance coverage of oral health assessments requirements set, and criteria for enhanced dental payments rates clarified.

Representative Zerwas moved that HF2416 be re-referred to the Committee on the Health and Human Services Finance.

Representative Zerwas moved the H2614DE2 amendment. THE AMENDMENT WAS ADOPTED.

HF2665 (Zerwas) Minnesota Eligibility System Executive Steering Committee to govern the Minnesota eligibility system established.

Representative Zerwas moved HF2665 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved the H2665A1 amendment. THE AMENDMENT WAS ADOPTED.
