MINUTES

Representative Peterson, Chair of the Health and Human Services Reform committee, called the meeting to order at 10:37 AM on March 6th, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Peterson called the meeting to order at 10:37 A.M. A quorum was present.

Representative Lohmer moved that HF657 be re-referred to the Committee on Health and Human Services Finance.

Representative Lohmer moved to adopt the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf HF657 were Kevin Goodno, representing Merwin Pharmacy, Jessica Androff, Merwin LTC Pharmacy, Cody Wiberg, Minnesota Board of Pharmacy, and Sarah Drake, Department of Human Services.

Representative Lohmer renewed her motion that HF657, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Zerwas moved that HF972 be re-referred to the Committee on Health and Human Services Finance.

Testifying on behalf of HF972 were Adam Woods, Chris Ploch and Elisabeth Coats from Concordia University St. Paul, Tara Erickson, representing Apple Tree Dental, and Mark Shoenbaum, Minnesota Department of Health.

Representative Zerwas renewed his motion that HF657 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Zerwas moved that HF1053 be re-referred to the Committee on Health and Human Services Finance.

Representative Zerwas moved to adopt the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1053 were Sarah Anderson, representing Minnesota Association of Medical Suppliers, Pat Lang, and Deb Harris.

Representative Zerwas renewed his motion that HF1053 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Peterson moved that HF995 be re-referred to the Committee on Civil Law and Data Practices.

Representative Peterson moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF995 were Rochelle Westlund, Association of Minnesota Counties, John Ongaro, Director of Intergovernmental Relations, St. Louis County, Stephen Hallan, Commissioner of Pine County, and Jim Koppel, Assistant Commissioner, Department of Human Services,

Representative Pierson moved that HF1199 be re-referred to the Committee on Job Growth and Energy Affordability and Finance.

Testifying on behalf of HF1199 was Devin Nelson, CEO of Habilitative Services, Inc.

Representative Pierson renewed his motion that HF1199 be re-referred to the Committee on Job Growth and Energy Affordability and Finance. THE MOTION PREVAILED.

Representative Peterson recessed the meeting at 12:39 P.M.

Representative Zerwas assumed the gavel, and reconvened the meeting at 1:13 P.M.

Representative Mullery moved that HF980 be re-referred to the Committee on Health and Human Services Finance.

Representative Mullery moved to adopt the A1-1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF980 were Barb Turner, Chief Operating Officer of ARRM and Anni Simons, representing the Minnesota Organization of Habilitation and Rehabilitation.

Representative Mullery renewed his motion that HF980, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Peterson moved that HF1211 be re-referred to the Committee on Health and Human Services Finance.

Testifying on behalf of HF1211 were Lynn Noren, Rise Inc., Cindy Guddal, Courage Kenny Rehabilitation Institute, Don Priebe, Homeward Bound, and Rochelle Westlund, Association of Minnesota Counties.

Representative Peterson renewed her motion that HF1211 be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Albright moved that HF1062 be re-referred to the Committee on Health and Human Services Finance.

Representative Albright moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1062 were Sue Abderholden, NAMI, Benjamin Ashley-Wurtmann, Policy and Outreach Associate for the Mental Health Association of Minnesota, and Glenn Anderson, Executive Director for Northern Pines Mental Health Center, representing the Minnesota Association of Community Mental Health Programs, and Roger Meyer, Project Manager for Mental Health Crisis Alliance.

Representative Albright renewed his motion that HF1062, as amended, be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Schomacker assumed the gavel at 2:16 P.M.

Representative Dean moved that HF1012 be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Dean moved to adopt an oral amendment:

“Page 2, line 2.29, delete 19, and insert 17.” THE ORAL AMENDMENT WAS ADOPTED.

Testifying on behalf of HF1012 were Heidi Hamilton, Department of Human Services, and Chuck Peterson, Co-Chair, Coalition for Choice in Housing.

Representative Loeffler moved to adopt the DE1 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Dean renewed his motion that HF1012, as amended, be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Mullery moved that HF827 be re-referred to the Committee on Government Operations and Elections Policy.

Representative Mullery moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mullery moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mullery renewed his motion HF827, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.
