MINUTES

Representative Dean, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:52pm on April 6th, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Dean called the meeting to order at 12:52pm, a quorum was present.

Representative Pierson moved approval of the April 5th, 2016 minutes. The motion PREVAILED. The minutes were APPROVED.

Representative Zerwas moved that HF 3048 be re-referred to the Committee on Ways and Means.

Representative Zerwas moved the A1 amendment. The motion PREVAILED.

Representative Zerwas; Katie Lindenfelser, Founder of Crescent Cove; and Zack Tift, parent, all presented on HF 3048, as amended.

Representative Zerwas renewed his motion that HF 3048, as amended, be re-referred to the Committee on Ways and Means. The motion PREVAILED.

Representative Dean moved that HF 2731 be laid over.

Representative Davnie; Sue Abderholden, NAMI Minnesota; Mark Sander, PsyD, LP; Senior Clinical Psychologist, Hennepin County Director of School Mental Health, Hennepin County and Minneapolis Public Schools; Dave Conrad from New Discoveries Montessori Charter School, Hutchinson; Luther Heller, Superintendent Montevideo Public Schools; and Margaret Sullivan, parent, all presented on HF 2731.

Representative Dean renewed his motion that HF 2731 be laid over. The motion PREVAILED.

Representative Halverson moved that HF 2539 be laid over.

Representative Halverson; Julia Alexander, MN Recovery Connection; and Tiffany Hunsley, Recovery is Happening, presented on HF 2539.

Representative Halverson renewed her motion that HF 2539 be laid over. The motion PREVAILED.

Representative Schomacker assumed the gavel at 1:35pm

Representative Zerwas moved that HF 3230 be laid over.

Representative Zerwas; Jinny Palen, Health Policy Specialist, MN Association of Community Health Centers (MNACHC); and Dr. Jaseson Fournier, CEO, West Side Community Health Services, St. Paul, presented on HF 3230.

Representative Zerwas renewed his motion that HF 3230 be laid over. The motion PREVAILED.

Representative Zerwas moved that HF 644 be re-referred to the Committee on Ways and Means.

Representative Zerwas moved the A8 amendment. The motion PREVAILED.

Representative Zerwas moved the A9 amendment. The motion PREVAILED.

Representative Dean assumed the gavel at 2:16pm.

Representative Zerwas; Diane Miller, Attorney at Law; Anne Tennar, Attorney at Law; and Leo Cashman, President, MN Natural Health Legal Reform Project, all testified on HF 644, as amended.

The committee recessed at 2:26pm until 7pm.

The committee reconvened at 7:05pm.

Representative Liebling moved the A12 amendment.

Representative Liebling moved the following oral amendment to the A12 amendment: Line 1.7, after the word requiring, insert “additional”. The motion PREVAILED.

Representative Dean moved the following oral amendment to HF 644, as amended, “Page 15, delete lines 15.4 and 15.5”. The motion PREVAILED.

Representative Zerwas renewed his motion that HF 644, as amended, be re-referred to the Committee on Ways and Means. The motion PREVAILED.

The meeting adjourned at 8:12pm.
