MINUTES

Representative Bob Gunther, Chair of the Greater Minnesota Economic & Workforce Development Policy Committee, called the meeting to order at 12:¬¬45 p.m. on March 29th, 2016, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Ecklund moved that the minutes of Thursday, March 24th, 2016 be approved. THE MOTION PREVAILED.

Chair Gunther moved that HF3210 (Baker) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Baker presented HF3210 (Explore Minnesota tourism event destination pilot project funding provided, and money appropriated.)

Testifying before committee were the following in favor of HF3210:

Terry Mattson, President & CEO, Visit Saint Paul;
Megan Christensen, Executive Director, Visit Grand Rapids;
John Edman, Director, Explore MN Tourism.

Chair Gunther renewed the motion that HF3201 pass, and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Chair Gunther moved that HF3377 (Fabian) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Fabian presented HF3377 (Workforce and affordable homeownership development program established, reports required, and portion of proceeds of the mortgage registry tax and the deed tax appropriated to the Minnesota Housing Finance Agency for creation of workforce and affordable ownership housing.)

Chair Gunther moved the H3377A1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying before committee were the following on HF3377:

Jeff Washburne, City of Lakes Land Trust;
Katie Topinka, Legislative Director, MN Housing Finance Agency;
Jenny Larson, Three Rivers Community Action;
Russ Wille, City Administrator, City of St. Peter.



Chair Gunther renewed the motion that HF3377 pass, and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Representative Norton moved that HF3601 (Norton) be recommended to pass and be re-referred to the Committee on Higher Education Policy and Finance.

Representative Norton presented HF3601 (Greater Minnesota internship program modified, grant program established, tax credit repealed, and money appropriated.)

Testifying before committee were the following in favor of HF3601:

Carolyn Jackson, Lobbyist, Greater MN Partnership.

Representative Norton renewed the motion that HF3601 pass, and be re-referred to the Committee on Higher Education Policy and Finance. THE MOTION PREVAILED.

The meeting was adjourned at 2:05 p.m.
