MINUTES

Representative Sanders, Chair of the Government Operations and Elections Policy Committee, called the meeting to order at 10:20 AM on April 6, 2016 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Theis moved to adopt the minutes from March 31, 2016.

SF2850 (Urdahl) Minnesota State Capitol grand reopening fund-raising authorized.

The following testified on SF2850:

Chair Sanders moved to place SF2850 on the General Register.

THE MOTION PREVAILED

HF1235 (Anderson, P.) Farmer-Lender Mediation Act extended for two years, advisory task force established, report required, and law repealed that would have extended the Farmer-Lender Mediation Act until June 30, 2017 if the legislature did not meet in regular session during calendar year 2016.

THE MOTION PREVAILED

HF3313 (Christensen) Student Discipline Working Group created to review the substance, application, and effect of Minnesota's Pupil Fair Dismissal Act and make recommendations to the legislature.

Chair Sanders moved to amend HF3313 (See attached amendment H3313DE4).

THE AMENDMENT WAS ADOPTED

Chair Sanders moved to re-refer HF3313, as amended, to Education Finance Committee.

Representative Fenton assumed the gavel at 10:44 AM.

HF2932 (Pugh) Hennepin County energy forward pricing holding period and expiration date modified.

Chair Sanders incorporated the following into H3664A1:

Line 1.8, after ‘Eating’ strike ‘and’ insert ‘or’.

Chair Sanders moved to re-refer HF3644, as amended, to State Government Finance Committee.

THE MOTION PREVAILED

HF3770 (Kelly) Cannon Falls excluded from the Metropolitan Area.
