MINUTES

Representative Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:17 AM on February 3, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:17 AM and the meeting was called to order.


Representative Ron Kresha moved to approve the minutes of January 29, 2015. THE MOTION PREVAILED.

Chair Sondra Erickson moved House File 100 for possible inclusion in an omnibus bill.

Representative Kim Norton testified on her bill, House File 100.

Representative Ron Kresha moved House File 466 for placement on the General Register.

Representative Ron Kresha moved his amendment to House File 466. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Ron Kresha testified on his bill, House File 466 as amended.


Valerie Dosland from the Minnesota Association of School Administrators testified in favor of local control.

Snezhana Bessonov from the Minnesota School Boards Association testified in favor of local control.

Tom Kavanaugh from Kavanaugh’s Resorts testified against starting school prior to Labor Day.

Jerry Hammer from the Minnesota State Fair testified against starting school prior to Labor Day.



Chair Sondra Erickson laid over House File 100 for possible inclusion in an omnibus bill.

Chair Sondra Erickson withdrew the motion on House File 466 as amended and laid over House File 466 as amended for later action.


Representative Tim Miller testified on his bill, House File 197.


Joshua Grover, the Principal of Blackduck, testified in favor of 4 day school weeks.

Ellie Cleveland, a student of Blackduck, testified in favor of 4 day school weeks.

Leslie Frosaker, a teacher at Blackduck, testified in favor of 4 day school weeks.

Debra Sandvig, a teacher at Blackduck, testified in favor of 4 day school weeks.

William Crandall from Lake Superior Schools testified in favor of 4 day school weeks.

Laura Hauser, a student at MACCRAY Schools, testified in favor of 4 day school weeks.

Tia Johnson, a mother of a student at MACCRAY Schools, testified in favor of 4 day school weeks.

Melissa Sparks, a Counselor at MACCRAY Schools, testified in favor of 4 day school weeks.

Brian Koslofsky, the Superintendent of MACCRAY Schools, testified in favor of 4 day school weeks.

Jeff DeYoung, the Chairman of the Ogilvie School Board, testified in favor of local control.

Jesse Lee, a student of Ogilvie Schools, testified in favor of 4 day school weeks.

Jared Torgeson, a student of Ogilvie Schools, testified in favor of 4 day school weeks.

Becky Sanborn, a mother of a student and Technology Coordinator at Ogilvie Schools, testified in favor of 4 day school weeks.

Kathy Belshein, the Superintendent of Ogilvie Schools, testified in favor of 4 day school weeks.


Chair Sondra Erickson placed House File 197 on the table for later action.



The meeting was adjourned at 9:59 AM.

  • HF0466 (Kresha) - School start date of September 1 for the 2015-2016 school year authorized.
  • HF0100 (Norton) - School districts allowed to begin school year before Labor Day.
  • HF0197 (Miller) - School boards authorized to implement flexible learning year programs without approval by education commissioner.
