MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on March 29, 2016, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson called the meeting to order at 8:16 A.M. A quorum was present.

Representative Lucero moved that the minutes of March 24, 2016 be approved. THE MOTION PREVAILED.

HF3132 (Erickson): Teacher Shortage Act created, and money appropriated.

Representative Erickson introduced HF3132.

Representative Erickson moved to re-refer HF3132 to the committee on Education Finance.

Denise Dittrich, Minnesota School Boards Association, testified in favor of HF3132.

Roger Aronson, Elementary and Secondary Principle Association, testified in favor of HF3132.

Aaron Schumacher, Teacher Zumbrota School’s, testified in favor of HF3132.

David Wedin, 5th Grade Teacher Milaca Elementary, testified in favor of HF3132.

Beth Giese, Superintendent Cannon Falls Public Schools, testified in favor of HF3132.

HF2805 (Fenton): Grow Your Own teacher residency pilot program established.

Representative Erickson moved to re-refer HF2805 to the committee on Education Finance.

Representative Erickson moved the author’s amendment H2805A1. THE MOTION PREVAILED.

Representative Fenton introduced HF2805.

Molly Sullivan, Coordinator Minneapolis Residency Program, testified in favor of HF2805.

Deborah Dillon, Associate Dean, College of Education and Human Development University of Minnesota, testified in favor of HF2805.

Joseph Bloedoorn, Resident Teacher at Lyndale Community School, testified in favor of HF2805.

HF3543 (Hertaus): Education Commissioners authority to adopt desegregation and integration rules.

Representative Erickson moved to lay over HF3543 for possible inclusion in an omnibus bill.

HF3627 (Ward): Perpich Center for the Arts Education board structure amended

Representative Erickson moved to re-refer HF3627 to the committee on Government Operations.

Pierce McMally, Chairman of the Board Perpich Center, testified in favor of HF3627, asked that legislative response wait for report by the Office of the Legislative Auditor.

Susan Mau-Larson, Representative of Perpich Center Board, testified in support of the Perpich Center, requested stay of action pending report by Legislative Auditor.

Representative Erickson moved to lay over HF2778 for possible inclusion in an omnibus bill.

Beth Fraser, Commission of Deaf, Deaf Blind, Hard of Hearing Minnesota, testified in favor of HF2778.

Kate Lynne Snyder, Minnesota Department of Education, testified in favor of HF2778.

***We will be taking HF2671 off the table from our 3/17/16 hearing and laying it over for possible inclusion. We will not be taking testimony on this bill.
