INFORMATIONIAL HEARING EDUCATION INNOVATION POLICY COMMITTEE INTERIM 2015-2016
MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the interim meeting to order at 1:07 PM on February 25, 2016, in the Hearing Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson called the meeting to order at 1:07 P.M. A quorum was present.

Representative Peterson moved that the minutes of March 26, 2015 be approved. THE MOTION PREVAILED.

Representative Selcer moved that the minutes of November 5, 2015 be approved. THE MOTION PREVAILED.

Representative Christensen moved that the minutes of February 17, 2016 be approved. THE MOTION PREVAILED.

Informational only hearing on Minnesota Department of Education student data practices and data sharing agreements with other agencies.

Testifiers:

Kevin McHenry Assistant Commissioner Minnesota Department of Education, with Kathryn Olson Data Compliance Officer, Presented MDE practices, management, and regulations on individual student data/data sharing.

Daron Korte, Assistant Commissioner MDE, testified on data practices for reduced priced lunch data and eligibility.

Pete Rode, Research Scientist Minnesota Department of Health, testified on the Minnesota Student Survey.

Linda Bell, Anne Taylor, and Chris Daniels, parent members of MACC (Minnesotans Against Common Core); testified to school district data breaches, third party data collection, and lack of public disclosure (PPRA & FERPA Law violations).

Rick Heller, Twice Exceptional Print Disabled Representative (Unofficial), testified on data accessibility.

The meeting was adjourned at 3:21 PM.
