EDUCATION FINANCE COMMITTEE
MINUTES

Representative Jenifer Loon, Chair of the Education Finance Committee, called the meeting to order at 12:49 P.M. on April 16th, 2015, in Room Five of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members Present:

A quorum was present.

Representative Hertaus moved that the minutes of April 15th, 2015 be approved. THE MOTION PREVAILED.

HF844 Loon, Education; funding provided for early childhood and family, prekindergarten through grade 12, adult education, general education, education excellence, special education, facilities, technology, nutrition, libraries, accounting, early childhood, education, self-sufficiency, lifelong learning, and state agencies; and money appropriated.

Representative Loon moved the HF844 delete all amendment, A15-0458. THE AMENDMENT WAS ADOPTED.

Representative Loon moved the H0844A10-3 amendment.

Representative Loon incorporated the H0844A25 amendment into H0844A10-3 amendment.

Representative Loon renewed her motion to adopt H0844A10-3, as incorporated. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Selcer moved the H0844A18 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mariani moved the H0844A11 amendment. Adosh Unni, Minnesota Department of Education, testified to the amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Davnie moved the H0844A22 amendment. THE AMENDMENT WAS ADOPTED.

Representative Davnie moved the H0844A07 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mariani moved the H1591A13 amendment and requested a roll call vote. Kevin McHenry, Minnesota Department of Education, testified to the amendment.

The members voting in the affirmative:

The members voting in the negative:

Being 8 votes in the affirmative and 12 votes in the negative, THE AMENDMENT WAS NOT ADOPTED.

Representative Kresha assumed the gavel at 1:52 p.m.

Representative Kresha moved the H0844A21 amendment.

Representative Kresha incorporated the following into the H0844A21 amendment:

Line 1.6, change “must” to “may”.

Representative Kresha renewed the motion to adopt H0844A21, as incorporated. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Loon assumed the gavel at 2:11 p.m.

Representative Mariani moved the H0844A17 amendment.

Representative Loon ruled the amendment out of order.

Representative Mariani divided the amendment H0844A17 at Line 1.3 and 1.4 and moved adoption of the first portion of the amendment. Representative Mariani requested a roll call vote.

Being 8 votes in the affirmative and 13 votes in the negative, THE AMENDMENT, AS DIVIDED, WAS NOT ADOPTED. Representative Mariani withdrew the remaining portion of H0844A17, as divided.

Representative Loon moved HF844, as amended, be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

The Education Finance Committee was adjourned at 2:49 P.M.
