WAYS AND MEANS COMMITTEE

MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:08 A.M. on Monday, May 6, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Carlson moved that HF863, Second Engrossment, be recommended to pass and placed on the General Register.

Rep. Winkler presented HF863, Second Engrossment (Winkler) Campaign finance additional disclosure provided for, and various changes made to campaign finance and public disclosure law.

Gary Goldsmith, Executive Director, Minnesota Campaign Finance and Public Disclosure Board, responded to questions regarding HF863, Second Engrossment.

Chair Carlson renewed the motion that HF863, Second Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Davids moved approval of the minutes of Thursday, May 2, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Mahoney moved that SF1234, Second Engrossment, be recommended to pass and placed on the General Register.

Rep. Mahoney presented SF1234/HF1359, Second Engrossment (Mahoney) Worker's compensation various policy and housekeeping changes made, advisory council recommendations adopted, and report required.

Rep. Mahoney moved to amend SF1234, Second Engrossment. (See attached Amendment H1359A5).

Rep. Mahoney moved to amend Amendment H1359A5, as follows:

Colbey Sullivan, House Research, defined the amendment to the amendment as follows:

Page 1, line 1, delete "H.F. No. 1359" and insert “S.F. No. 1234"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Mahoney presented SF1234/HF1359, Second Engrossment, as amended (Mahoney) Worker's compensation various policy and housekeeping changes made, advisory council recommendations adopted, and report required.

Ron Soderberg, Fiscal Analyst, explained the fiscal note to SF1234, Second Engrossment, as amended.

Rep. Mahoney renewed the motion that HF1234, Second Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

A discussion was held regarding the CS-RES04-3 Budget Resolution adopted by the Ways and Means Committee on March 20, 2013 and amended April 10, 2013 and April 12, 2013.

Rep. Carlson moved to amend CS-RES04-3, Budget Resolution. (See attached Amendment
CS-RES04-A4).

Bill Marx, Fiscal Analyst, explained Amendment CS-RES04-A4 and responded to questions.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The committee was recessed at 10:46 A.M.
The committee was reconvened at 7:32 P.M.

Rep. Clark moved that HF1054, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Clark presented HF1054, First Engrossment (Clark) Marriage between two persons provided for, and exemptions based in religious association provided for.
