Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 9:07 A.M. on Monday, April 29, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Hornstein moved approval of the minutes of Friday, April 26, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Mahoney moved that HF92, Second Engrossment, be recommended to pass and placed on the General Register.

Rep. Winkler presented HF92, Second Engrossment (Winkler) Minimum wage regulated.

Rep. Mahoney moved to amend HF92, Second Engrossment. (See attached amendment H0092A12

Bill Marx, Fiscal Analyst, responded to questions regarding the fiscal note of the proposed Amendment H0092A12 to HF92, Second Engrossment.

Rep. Mahoney renewed the motion to amend HF92, Second Engrossment. (See attached amendment H0092A12). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Holberg moved that HF92, Second Engrossment, as amended, be re-referred to the Committee on Agriculture without recommendation.
Rep. Holberg requested a roll call on the motion:

Rep. Mahoney renewed the motion that HF92, Second Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Hornstein moved that HF1451, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Hornstein moved to amend HF1451, First Engrossment. (See attached amendment
A13-0535). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Winkler presented HF1451, First Engrossment, as amended (Winkler) I-35W bridge remnant steel disposition provided for.

Rep. Hornstein renewed the motion that HF1451, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Simon moved that HF1792 be recommended to pass and placed on the General Register.

Rep. Simon presented HF1792 (Murphy, M.) Claims against the department of corrections settlement provided for, and money appropriated.

Rep. Wagenius moved that HF740, Second Engrossment, be recommended to pass and placed on the General Register.

Rep. Fischer presented HF740, Second Engrossment (Erickson, R.) Landowner bill of rights modified, land acquisition account modified, school forests provided for, Fond du Lac Indian Reservation tax-forfeited land sale provided for, state parks and forests added to and deleted from, and exchanges and sales of state lands authorized.

Rep. Wagenius moved that HF683, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Fischer presented HF683, First Engrossment (Fischer) Legislative Water Commission created, water use requirements modified, and report required on groundwater sustainability recommendations.

Rep. Wagenius moved to amend HF683, First Engrossment. (See attached amendment H0683A6). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.



Rep. Wagenius moved to amend HF683, First Engrossment, as amended. (See attached amendment H0683A7). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wagenius renewed the motion that HF683, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
