MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 2:52 P.M. on Wednesday, April 17, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Davnie moved approval of the minutes of Tuesday, April 16, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved that HF1233, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Huntley presented HF1233, First Engrossment (Huntley) Omnibus Health and Human Services Finance Bill.

Rep. Huntley moved to amend HF1233, First Engrossment. (See attached Amendment
H1233A93).

Rep. Huntley incorporated an oral amendment to Amendment H1233A93, as follows:

Delete Pages 4 to 6
Page 7, delete lines 1 to 22
Page 8, Delete lines 28 to 35
Delete Pages 9 to 12
Page 13, Delete lines 1 to 24

Colbey Sullivan, House Research, defined the proposed oral amendment to Amendment H1233A93.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Huntley moved to amend HF1233, First Engrossment, as amended, as follows:

Doug Berg, Fiscal Analyst, explained the fiscal implications of HF1233, First Engrossment, as amended.

Rep. Abeler moved to amend HF1233, First Engrossment, as amended. (See attached Amendment H1233A86). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mullery moved to amend HF1233, First Engrossment, as amended. (See attached Amendment H1233A100). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler moved to amend HF1233, First Engrossment, as amended. (See attached Amendment H1233A95). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler moved to amend HF1233, First Engrossment, as amended. (See attached Amendment H1233A82). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Clark moved to amend HF1233, First Engrossment, as amended. (See attached Amendment H1233A105).

Rep. Clark withdrew Amendment H1233A105.

Rep. Huntley moved to amend HF1233, First Engrossment, as amended. (See attached Amendment H1233A106-1).

Doug Berg responded to questions regarding the proposed Amendment H1233A106-1.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mullery moved to amend HF1233, First Engrossment, as amended. (See attached Amendment H1233A102).

Gerald Kerber, Administrative Agency Division Director Sr., Minnesota Department of Health and Human Services, responded to questions regarding the proposed Amendment H1233A102.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Bill Marx, Fiscal Analyst, responded to questions regarding HF1233, First Engrossment, as amended.

Rep. Huntley renewed the motion that HF1233, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 4:52 P.M.
