MINUTES

Representative Jim Davnie, Chair of Property and Local Tax Division, called the meeting to order at 4:08 P.M. April 2, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

Representative Carlson moved that the minutes from the Joint Taxes and Property and Local Tax Division hearing on February 26, 2013, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

Representative Erickson, S moved that the minutes from the Joint Taxes and Property and Local Tax Division hearing on March 5, 2013, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

Representative Mahoney moved that the minutes from the Joint Taxes and Property and Local Tax Division hearing on March 19, 2013, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

Representative Loeffler moved that the minutes from March 20, 2013, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

Representative Torkelson moved HF 1318
Representative Swedzinski presented HF 1318 (Swedzinski) Marshall; tax revenue use further defined, and local approval provided for laws and validating city actions.
The following people testified on HF 1318:
Bob Byrnes, Mayor, City of Marshall
Ben Martig, City Administrator, City of Marshall
HF 1318 was laid over for possible inclusion in the Property and Local Tax Division Report.
Chair Davnie moved HF 1680
Representative Dehn presented HF 1680 (Dehn) Hennepin County; reimbursement provided to taxing jurisdictions for property tax disaster abatements, and money appropriated.
HF 1680 was laid over for possible inclusion in the Property and Local Tax Division Report.
Chair Davnie moved HF 2
Chair Davnie moved that the A13-0366 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Nina Manzi, Pat Dalton, Steve Hinze and Joel Michael, from the House Research Department, and Katherine Schill, from the House Fiscal Analysis Department, presented a walkthrough of HF 2 (Davnie) Property tax refunds modified, homeowner homestead credit refund threshold percentage decreased, and rent percentage constituting property taxes increased.
Questions by committee members were answered by the presenters over the course of the presentation.
The following people testified on HF 2 as amended:

Paul Eger, Minnesota Association of Realtors
Beth Kadoun, Minnesota Chamber of Commerce

HF 2 as amended was laid over.
The meeting was adjourned at 5:26 P.M.
