MINUTES

Representative Paymar, Chair of the Committee on Public Safety Finance and Policy, called the meeting to order at 10:09 a.m. Thursday, March 27, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Savick moved that the minutes of the March 26, 2014 be approved. THE MOTION PREVAILED.

H.F. 1082 (Allen) Judicial forfeiture of property associated with controlled substance offenses and vehicles used in drive-by shootings conviction required.

Rep. Hilstrom moved that H.F. 1082, the second engrossment, be placed on the General Register.

Testifying on behalf of H.F. 1082 was:
Lee McGrath – Executive Director, Institute for Justice, Minnesota Chapter
Benjamin Feist – Legislative Director, ACLU, Minnesota

Rep. Hilstrom renewed her motion that H.F. 1082, the second engrossment, be placed on the General Register. THE MOTION PREVAILED.

Chair Paymar shared farewell remarks with the committee and thanked members and staff for their work this session.

H.F. 2373 (Moran) Pay equity compliance certificates required as a condition for some state contracts, data classified, report required, and money appropriated.

Chair Paymar moved that H.F. 2373, the second engrossment, be re-referred to the Committee on Ways and Means.

Chair Paymar moved to amend H.F. 2373, the second engrossment, as follows: (see attached; coded H2373DE4).

Chair Paymar moved to amend H.F. 2373, the delete everything amendment, as follows:
Page 1, line 8: delete “Pay equity” and insert “Equal pay certificate of”
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Patty Tanji – CEO, Open Workplace, Inc.

Providing additional testimony to the committee were:

Chair Paymar renewed his motion that H.F. 2373, the second engrossment, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Chair Paymar declared the committee in recess at 11:33 p.m.

Chair Paymar reconvened the hearing at 4:17 p.m. in Room 400S of the State Office Building.

H.F. 2400 (Hilstrom) Corrections commissioner prohibited from outsourcing prison food service.

Rep. Hilstrom moved H.F. 2400 before the committee for an informational hearing.

Testifying on H.F. 2400 were:

Tim Haag – Corrections Officer, MCF-Rush City

Vice Chair Rosenthal assumed the chair at 4:41 p.m.

Terry Carlson – Deputy Commissioner, Facilities Division, Minnesota Department of Corrections

H.F. 2401 (Hilstrom) Corrections; funding provided for additional correctional workers, and money appropriated.

Rep. Hilstrom moved H.F. 2401 before the committee for an informational hearing.

Testifying on H.F. 2401 were:
Tim Henderson – Field Representative, AFSCME Council 5
Paul Gammel – Corrections Sergeant, MCF-Rush City
Joseph Broge – Corrections Officer, MCF-Stillwater

Providing additional testimony on H.F. 2401 was:

The meeting was adjourned at 5:29 p.m.
