MINUTES

Representative Hilstrom, Chair of the Committee on Judiciary Finance and Policy, called the meeting to order at 2:19 p.m. on Wednesday March 5, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Melin moved HF 2576 (Melin), criminal record expungement governing provisions modified, business screening services required to delete expunged records, and eviction record expungement allowed in some cases, be re-referred to the Committee on Public Safety Finance and Policy.

Rep. Melin moved to amend HF 2576 (Melin) with the A14-0813 amendment. THE MOTION PEVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Melin moved to amend HF 2576 (Melin), as amended, with the A14-0812 amendment.

Ben Gerber, Manager of Labor Policy for the Minnesota Chamber of Commerce, testified in support of the A14-0812 amendment.

Rep. Melin renewed her motion to amend HF 2576 (Melin), as amended, with the A14-0812 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Melin moved to amend HF 2576 (Melin), as amended, with an oral amendment. The amendment went as follows: on lines 3.7 - 3.8, delete “Subject to paragraph ©,”. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Drazkowski moved to amend HF 2576 (Melin), as amended, with the H2576A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Drazkowski moved to amend HF 2576 (Melin), as amended, with the H2576A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Drazkowski moved to amend HF 2576 (Melin), as amended, with the H2576A4 amendment.

Rep. Melin renewed her motion that HF 2576 (Melin) criminal record expungement governing provisions modified, business screening services required to delete expunged records, and eviction record expungement allowed in some cases, be re-referred as amended to the Committee on Civil Law. THE MOTION PREVAILED. THE BILL WAS RE-REFERRED AS AMENDED.
