MINUTES

Representative Hilstrom, Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 2:19 PM on March 13, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

At 2:22 PM a quorum was present.

HF1187 (Allen) Safe harbor provisions expanded to include 16 and 17 year olds involved in prostitution.

Chair Hilstrom moved that HF1187 be recommended to pass and be sent to the General Register.

Michele Garnett McKenzie, Advocacy Director, The Advocates for Human Rights; James Backstrom, Dakota County Attorney; John Bandemer, Sergeant, St Paul Police Department; Grant Snyder, Sergeant, Minneapolis Police Department; and Nikki Beasley, Breaking Free Minnesota testified in favor of HF1187.

Chair Hilstrom renewed her motion that HF1187 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

HF974 (Drazkowski) Law library fees authorized for enhancements to state court technology.

Representative Drazkowski presented HF974.

Brenda Wolfe, President, Minnesota Coalition of County Law Libraries; Brian Huffman, Vice President, Minnesota Coalition of County Law Libraries; Judith Flader, Olmstead County Law Library; Janet Krueger, Trustee, Olmstead County Law Library, Assistant Public Defender; and Mary Freyberg, Scott County Law Library testified in opposition to HF974.

Chair Hilstrom laid over HF974 for possible inclusion in the omnibus bill.

At 3:11 PM Vice Chair Melin assumed the chair.

HF1398 (Hilstrom) Court technology fee imposed on civil court filings, special revenue account created, and funds appropriated to the Supreme Court.

Representative Hilstrom presented HF1398.

Chair Melin laid over HF1398 for possible inclusion in the omnibus bill.

HF1396 (Hilstrom) School bus stop-signal arm violations provided to be placed on the uniform fine schedule.

Tom Kelliher, Lobbyist, Minnesota Bus Driver's Association, testified in favor of HF1396.

Chair Melin laid over HF1396 for possible inclusion in the omnibus bill.

HF1399 (Hilstrom) Graduated filing fee created to be based on the amount in controversy for conciliation court.

Representative Hilstrom presented HF1399.

Chair Melin laid over HF1399 for possible inclusion in the omnibus bill.

Representative Lesch moved approval of the minutes from March 12, 2013. THE MOTION PREVAILED.

The committee went into recess at 3:44 PM.

The committee reconvened at 7:50 PM.

HF 863 (Winkler) Campaign finance additional disclosure provided for, and various changes made to campaign finance and public disclosure law.

Chair Hilstrom moved the A13-0202 amendment. THE MOTION PREVAILED.

Chair Hilstrom renewed her motion that HF863 be recommended to pass as amended and sent to the committee on State Government Finance. THE MOTION PREVAILED.

The meeting was adjourned at 7:52 PM.
