MINUTES

Representative Hilstrom, Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 2:19 PM on March 6, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative S. Johnson moved approval of the minutes from March 5, 2013. THE MOTION PREVAILED.

HF157 (Hilstrom) Bullion coin dealers regulated, registration required, conduct prohibited, and enforcement authority and criminal penalties provided.

Chair Hilstrom moved that HF157 be recommended to pass and be sent to the General Register.

Chair Hilstrom moved the H0157DE3 amendment. THE MOTION PREVAILED.

Ben Velzen, Assistant Attiorney General, testified in favor of HF157.

Chair Hilstrom renewed her motion that HF157 be recommended to pass as amended and be sent to the General Register. THE MOTION PREVAILED.

HF290 (Simon) False claims provisions modified.

Chair Hilstrom moved that HF290 be recommended to pass and be sent to the General Register.

Chair Hilstrom moved the H0290A1 amendment. THE MOTION PREVAILED.

Chair Hilstrom moved the H0290A2 amendment. THE MOTION PREVAILED.
Bridget Dondal, Chief Legal Counsel, DHS, testified in favor of HF290.

Chair Hilstrom moved an oral amendment to the HF0290A1 amendment. THE MOTION PREVAILED.

Chair Hilstrom renewed her motion that HF290 be recommended to pass as amended and be sent to the General Register. THE MOTION PREVAILED.

HF291 (Simon) Assisted reproduction provisions related to determinations of paternity and maternity modified.

Chair Hilstrom moved that HF291 be recommended to pass and be sent to the General Register.

Steve Snyder, attorney, testified in favor of HF291.

Tom Pritchard, President, Minnesota Family Council, and Greg Troy, attorney, testified in opposition to HF 291.

Chair Hilstrom renewed her motion that HF291 be recommended to pass and be sent to the General Register.

Representative Drazkowski requested a roll call vote.

HF450 (Atkins) Actions for damages based on services or construction to improve real property limitations modified.

Representative Hortman moved that HF450 be recommended to pass and be sent to the General Register.

Representative Hortman moved the H0450A1 amendment. THE MOTION PREVAILED.

Eric Heiberg attorney, ACEL, testified in favor of HF450.

Representative Hortman renewed her motion that HF450 be recommended to pass and be sent to the General Register.

HF459 (Atkins) Bisphenol-A in children's food containers sale prohibited.

Representative Hortman moved that HF459 be recommended to pass and be sent to the Committee on Commerce.

Representative Hortman moved the H0459A2 amendment. THE MOTION PREVAILED.

Representative Hortman renewed her motion that HF459 be recommended to pass as amended and be sent to the Committee on Commerce.

Vice-Chair Melin assumes the chair at 3:13 PM.

HF458 (Persell) Formaldehyde banned in children's products.

Chair Melin moved that HF458 be recommended to pass and be sent to the Committee on Commerce.

Chair Melin moved the A13-0124 amendment. THE MOTION PREVAILED.

Dan Enderson, Legislative Program Coordinator, Healthy Legacy, testified in favor of HF458.

Chair Melin renewed her motion that HF458 be recommended to pass as amended and be sent to the Committee on Commerce.

HF157 (Hilstrom) Bullion coin dealers regulated, registration required, conduct prohibited, and enforcement authority and criminal penalties provided.

Chair Melin moves HF 157 to be reconsidered. THE MOTION PREVAILS.

Representative Hilstrom moves HF157 to be re-referred as amended to the Committee on Commerce. THE MOTION PREVAILS.

The meeting was adjourned at 3:26 PM.
