Emily Cleveland, House Research presented an overview on history of genetic information law. Chair Liebling allowed time for questions and answers.

Representative Lohmer moved to approve February 19, 2013 meeting minutes. Motion prevailed. The minutes were approved.
Chair Liebling moved that HF589 be recommended to pass and re-referred to the Civil Law Committee.
Representative Kahn and Jim Koppel, Deputy Commissioner of MN Department of Health presented information in regards to HF589. Chair Liebling allowed time for member questions and answers provided by Jim Koppel, Representative Kahn, and David Orren, MN Department of Health.
At 2:46 all members were present.
Emily Cleveland explained the H0589A2
amendment. Chair Liebling moved amendment H0589A2 be adopted. Motion prevailed. Amendment adopted.
Chair Liebling allowed time for member questions and answers provided by Representative Kahn, Jim Koppel, and David Orren.
The following individuals testified:
Twila Brase, Citizens' Council for Health Freedom testified against HF589.
Chair Liebling renewed her motion that HF589 be recommended to pass as amended and re-referred to the Civil Law Committee. Motion prevailed.
Representative Moran moved that HF310 be recommended to pass and re-referred to the Government Operations Committee.
