Representative Liebling, Chair of Committee on Health and Human Services Policy, called the meeting to order at 2:21 pm January 23rd, 2013 in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Lead GOP, Representative Mack moved approval of the January 22 minutes. The motion prevailed. The minutes were approved.
HF9 Medical Assistance eligibility expanded modified adjusted gross income and standard income disregard use required was presented by Representative Huntley.
Representative Huntley moved to adoption amendment H0009A1
to HF9. The motion prevailed.
Testifiers were as follows:
Commissioner Lucinda Jessen, DHS
Testified in support of HF9 - Provide coverage for single adults (those without children at home) under the ACA and Medicaid expansion.
Mary Krinkie, MN Hospital Association
Testified MN Hospital Association supports legislation.
Christina Wessel, Deputy Director, MN Council of Non-Profits
Testified on behalf of the MN Council of Non-Profits in support of HF9, allowing low-income families attempting to build assets to receive health care that is more affordable and comprehensive.
Dr. Bob Meiches, Physician and Chief Executive of the MN Medical Association
Testified on behalf of the Medical Association in support of HF9, expansion shown to improve health (prevention or earlier treatment w/coverage), noted that fair and adequate payment rates for physicians must be a part of Medicaid expansion
Sarah Greenfield, Health Care Program Manager TakeAction MN
Testified in support of the legislation due to perceived benefits to Minnesotans under Medicaid expansion - streamline enrollment (removal of asset test, etc), increased coverage at a reduced cost.
Commissioner Jessen, DHS further explained how the enrollment process is proposed to be changed (online assessment for eligibility and online enrollment)
Joel Ulland, Assistant Director for Legislation, Ucare and MN Council of Health Plans
Testified the Council of Health Plans supports expansion.
Kate Johansen, MN Chamber of Commerce
Testified in support of full expansion of ACA, provides better health for patients and health care providers.
Robert Freeman, HealthPartners
Testified in support of expansion, noted the benefits to safety-net providers such as Health Partners.
Chair Liebling allowed time for audience members to testify.
Rod Halverson, Minnesota Social Service Association
Testified in support of HF9
Time allowed for questions and answers.
