Chair Thomas Huntley called to order the thirty-sixth meeting of the Health Care and Human Services Finance Committee at 10:29 a.m. in Room 5 of the State Office Building on Friday, April 12, 2013. A quorum was present. The committee legislative assistant noted the roll:

H.F. 1233 (Huntley) - Omnibus Health and Human Services Finance bill as amended by the A13-0408 delete everything amendment.
Representative Huntley moved H.F. 1233, as amended by the A13-0408 delete everything amendment, be recommended to pass and re-referred to the Committee on Ways and Means, and further moved adoption of the H1233A9-1 amendment. House Research staff Randall Chun and Lynn Aves explained the amendment. Dave Greeman, Department of Human Services. Following discussion, the motion prevailed. The H1233A9-1 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A5 amendment. Following discussion, Representative Abeler withdrew the amendment.
Representative Abeler moved adoption of and explained the H1233A6 amendment. Sue Abderholden testified to the amendment. Following discussion the motion prevailed. The H1233A6 amendment was adopted.
Representative Gruenhagen moved adoption of and explained the H1233A7 amendment. Following discussion, the motion prevailed. The H1233A7 amendment was adopted.
Representative Loeffler moved adoption of and explained the H1233A8 amendment. Following discussion, the motion prevailed. The H1233A8 amendment was adopted.

Representative Norton moved adoption of and explained the H1233A10 amendment. Kevin Goodno, lobbyist MOHR, and Alex Bartolic of the Department of Human Services spoke to the amendment and following discussion, the motion prevailed. The H1233A10 amendment was adopted.
Representative Loeffler moved adoption of and explained the H1233A12 amendment. Following discussion the motion prevailed. The H1233A12 amendment was adopted.
Representative Loeffler moved adoption of and explained the H1233A13 amendment. Following discussion the motion prevailed. The H1233A13 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A14 amendment and incorporated the following oral amendment:

Representative Mack moved adoption of and explained the H1233A21 amendment. Following discussion, the motion prevailed. The H1233A21 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A22 amendment. Kim Carlin of the Department of Human Services spoke to the amendment. Following discussion, Representative Abeler withdrew the amendment.
Representative Abeler moved adoption of and explained the H1233A23 amendment and incorporated the following oral amendment:
Page 1, line 1.20, after "September 1," insert "2013,"
Following discussion the motion prevailed. The H1233A23 amendment was adopted as amended by the oral amendment.
Representative Abeler moved adoption of and explained the H1233A24 amendment and following discussion Representative Abeler withdrew the amendment.
Representative Norton moved adoption of and explained the H1233A17 amendment. Jennifer Bemis of the Minnesota Psychological Association spoke to the amendment, as well as Tom Lehman for the Minnesota Academy of Physician Assistants. Also testifying was Patrick Lobejko, for the Minnesota Psychological Association. Following discussion, the motion prevailed. The H1233A17 amendment was adopted.
Representative Norton moved adoption of and explained the H1233A26 amendment. Kevin Goodno, representing the Minnesota Organization for Habilitation and Rehabilitation (MOHR), spoke to the amendment as well as Loren Colman, Department of Human Services. Following discussion, the motion prevailed. The H1233A26 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A27. Amendment. Kevin Goodno, representing MOHR and Minnesota Developmental Achievement Center Association (MnDACA), spoke to the amendment. Following discussion the motion prevailed. The H1233A27 amendment was adopted.

Representative Abeler moved adoption of and explained the H1233A30-2 amendment and moved to incorporate the language of the H1233A30-1 amendment. Following discussion, the motion did not prevail. The H1233A30-2 amendment, as amended, was not adopted.
Representative Norton moved adoption of and explained the H1233A31 amendment. Chair Huntley noted the motion did not prevail but called for a division. The motion prevailed. The H1233A31 amendment was adopted.
Representative Fritz moved adoption of and explained the H1233A32 amendment. Following discussion the motion prevailed. The H1233A32 amendment was adopted.
Representative Liebling moved adoption of and explained the H1233A33 amendment. Following discussion the motion prevailed. The H1233A33 amendment was adopted.
Representative Fritz moved adoption of and explained the H1233A34 amendment. Kevin Goodno, representing MOHR and Loren Colman, Assistant Commissioner, Continuing Care, Department of Human Services spoke to the amendment. Following discussion the motion prevailed. The H1233A34 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A67 amendment. Following discussion Representative Abeler withdrew the amendment.
Representative Norton moved adoption of and explained the H1233A60 amendment. Representative Norton then incorporated the following oral amendment:

At 2:24 p.m. the Chair called the meeting back to order.
Representative Loeffler moved adoption of and explained the H1233A35 amendment. The motion prevailed. The H1233A35 amendment was adopted.
Representative Allen moved adoption of and explained the H1233A64 amendment. Following discussion, the motion prevailed. The H1233A64 amendment was adopted.
Representative Fritz moved adoption of and explained the H1233A81 amendment. The motion prevailed. The H1233A81 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A36 amendment. Following discussion Representative Abeler withdrew the amendment.
Representative Halverson moved adoption of and explained the H1233A37 amendment.

Representative Moran moved adoption of and explained the H1233A41 amendment. Doug Berg, Fiscal Analyst, responded to a question. Following discussion, Representative Moran withdrew the amendment.
Representative Moran moved adoption of and explained the H1233A44 amendment. Following discussion Representative Moran withdrew the H1233A44 amendment.
Representative Norton moved adoption of and explained the H1233A43 amendment. The motion prevailed. The H1233A43 amendment was adopted.
Representative Mack moved adoption of and explained the H1233A45 amendment. Karen Mickelson, Department of Human Services testified to the amendment. Representative Liebling moved adoption of an oral amendment as follows:
Line 1.6 and 1.7 delete "from the base adjustment"
Line 1.23, after the period insert "The scope of the study shall also include recommendations on methods to evaluate the value of prepaid medical assistance services versus other ways of delivering public health care programs."
Representative Mack incorporated the oral amendment and following discussion, the motion prevailed. The H1233A45 amendment as amended was adopted.
Representative Abeler moved adoption of and explains the H1233A46 amendment. The motion prevailed. The H1233A46 amendment was adopted.
Representative Laine moved adoption of and explained the H1233A47 amendment. The motion prevailed. The H1233A47 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A51 amendment. Testifying to the amendment were:

Representative Fritz moved an oral amendment to delete lines 1.4 through 1.6. Representative Abeler incorporated the oral amendment. Following discussion, Representative Abeler withdrew the H1233A51 amendment.
Representative McDonald moved adoption of and explained the H1233A56-1 amendment and incorporated the following oral amendment:
Delete lines 1.12 through 1.21

Following lengthy discussion, Representative McDonald withdrew the H1233A56-1 amendment.

Representative Schomacker moved adoption of and explained the H1233A55 amendment. Following brief discussion, Representative Schomacker withdrew the amendment.
Representative Huntley moved adoption of and Representative Halverson explained the H1233A58 amendment. Following discussion, the motion prevailed. The H1233A58 amendment was adopted.

Representative Liebling moved adoption of the H1233A63 amendment. Following discussion Representative Liebling withdrew the amendment.
Representative Loeffler moved adoption of the H1233A20 amendment. Following discussion, the motion prevailed. The H1233A20 amendment was adopted.
Representative Laine moved adoption of and explained the H1233A65 amendment. The motion prevailed. The H1233A65 amendment was adopted.
Representative Abeler moved adoption of and explained the A H123366 amendment. The motion prevailed. The H1233A66 amendment was adopted.
Representative Abeler moved adoption of and explained the H1233A68 amendment. Eric Haugee and Scott Grefe of AFSCME Council 5 spoke to the amendment. Following discussion the motion prevailed. The H1233A68 amendment was adopted.
Representative Fritz moved adoption of and explained the A13-0446 amendment and incorporated the following oral amendment:

Anne Henry, Minnesota Disability Law Center, and Joe Jarosz, Supervisor of the Parental Fee Unit, Department of Human Services, spoke to the amendment. Following discussion, Representative Fritz withdrew the amendment.
Representative Abeler moved adoption of and explained the H1233A69 amendment. Following discussion, Representative Abeler withdrew the amendment.
Representative Abeler moved adoption of the H1233A77 amendment. Other members and staff did not have copies of this amendment in their packets as it had not met the deadline. Representative Abeler explained the H1233A77 amendment and the motion prevailed. The H1233A77 amendment was adopted.
Representative Loeffler moved adoption of and explained the H1233A71 amendment. The motion prevailed. The H1233A71 amendment was adopted.
Representative Liebling moved adoption of and explained the H1233A73 amendment. Representative Liebling then withdrew the amendment.
Representative Fritz moved adoptin of and explained the H1233A74 amendment. Following discussion the motion prevailed. The H1233A74 amendment was adopted.

Representative Norton moved adoption of the A13-0431 amendment. Steve Larson of The Arc Minnesota spoke to the amendment. Following discussion, the motion prevailed. The A13-0431 amendment was adopted.
Representative Liebling moved adoption of and explained the A13-0448 amendment. James Koppel, Deputy Commissioner and Chief of Staff, Minnesota Department of Health, spoke to the amendment. Following discussion, the motion prevailed. The A13-0448 amendment was adopted.
Representative Allen moved adoption of and explained the A13-0438 amendment. The motion prevailed. The A13-0438 amendment was adopted.
Representative Loeffler moved adoption of and explained the A-0406 amendment. The motion prevailed. The A-0406 amendment was adopted.
Representative Norton moved approval of the minutes from April 9, 10 and 11, 2013. The motion prevailed. The minutes were approved.
Representative Norton moved adoption of the A13-0451 amendment. James Koppel, Susan Winkelmann, and Doug Beardsley spoke to the amendment. Representative Loeffler moved to delete line 1.3 and then withdrew her oral amendment. Following discussion, the motion prevailed. The A13-0451 amendment was adopted.
Chair Huntley renewed his motion that H.F. 1233, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. The motion prevailed.
The Chair thanked House staff for their many hours of hard work and adjourned the meeting at 6:45 p.m.
