MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 9:03am on March 28th, 2014 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF1951 (Murphy) Duluth Teachers Retirement Fund Association retirement plan and fund consolidation into the statewide Teachers Retirement Association provided

Chair Nelson moved that HF1951 be recommended to be re-referred to the Committee on State Government Finance and Veterans Affairs.

Chair Nelson moved to amend HF1951 (See attached S1803-23A amendment). THE MOTION PREVAILED.

Chair Nelson moved that SF663 be recommended to be placed on the General Register.

HF3073 (Atkins) Insurance fraud regulations modified and administrative penalty provided; no-fault auto benefits, property, and casualty coverages regulated; deauthorization process created for the right of health care providers to receive payments, and economic benefits modified under chapter 65B; prescription drug reimbursement limited, batch billing regulated, and task force established on motor vehicle insurance coverage verification

Chair Nelson moved that HF3073 be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF3214 (Atkins) Compensation Council authority changed

Chair Nelson moved that HF3214 be recommended to be placed on the General Register.

HF3169 (Metsa) Lawmakers stopped from raising their own pay proposed constitutional amendment modified

Chair Nelson moved that HF3169 be recommended to be re-referred to the Committee on Rules and Legislative Administration.

Chair Nelson moved to amend HF3169 (See attached H3169DE1 amendment). THE MOTION PREVAILED.

The committee recessed at 11:48am.

The committee reconvened at 1:36pm.

Chair Nelson moved that HF2543 be recommended to be re-referred to the Committee on Environment, Natural Resources and Agriculture Finance. THE MOTION PREVAILED.

HF2313 (Winkler) Confidential employee definition changed

Representative Winkler moved that HF2313 be recommended to be placed on the General Register.
