MINUTES

Chair Falk, of the Committee on Environment, Natural Resources, and Agriculture Finance, called the meeting to order at 8:18 a.m., Tuesday, April 9th 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF976 (Wagenius) Environment, natural resources, and commerce funding provided; fees and disposition of revenue modified and provided for; accounts created; mining permit, taking of game and fish, and permanent school fund provisions modified; wastewater laboratory certification, product stewardship programs, sanitary districts provided for; and money appropriated.

Chair Wagenius moved HF976 be recommended to pass and re-referred to the Committee on Ways and Means.

Chair Wagenius moved to amend HF976 (see attached H0976DE1 amendment) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Wagenius explained her bill HF976 as amended.

Matthew Wohlman, Assistant Commissioner - Minnesota Department of Agriculture, testified on HF976 as amended.

Rep Hansen explained the Board of Water and Soil Resources portion of HF976 as amended.

Tom Peterson - Minnesota Farmers Union testified on the H0976A7 amendment.

Greta Gauthier, State Program Administrator - Minnesota Department of Agriculture, testified on the H0976A7 amendment.

Rep Bly divided his H0976A7 amendment as follows: Divide the amendment between lines 2.21 and 2.22.

Rep Bly renewed his motion to amend HF976 as amended with the first half of the H0976A7 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
