MINUTES

Representative Wagenius, Chair of the Committee on Environment, Natural Resources, and Agriculture Finance, called the meeting to order at 8:16 a.m., Tuesday, April 2nd, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HFXXXX (Wagenius) Water Pricing and Permitting.

Discussion on HFXXXX by members of the Committee.

Jason Moeckel, Section Manager, Ecology and Water Resources - Minnesota Department of Natural Resources, introduced himself for the record, testified on HFXXXX, and answered questions from members of the committee.

Chair Wagenius invited members of the audience to testify on HFXXXX.

Ron Harnack - Red River Watershed Board, introduced himself for the record and testified on HFXXXX.

Craig Johnson - League of Minnesota Cities, introduced himself for the record and testified on HFXXXX.

Tony Kwilas - Minnesota Chamber of Commerce, introduced himself for the record and testified on HFXXXX.

Craig Pagel - Minnesota Iron Mining Association, introduced himself for the record and testified on HFXXXX.

Representative Falk moved approval of the committee meeting minutes for March 21st. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

The meeting recessed at 9:40 a.m.
The meeting reconvened at 6:06 p.m.

Vice Chair Falk assumed the gavel.

HF778 First Engrossment (Persell) Road easements exchange provided for; forest management investment account and State Timber Act modified, and money appropriated.

Chair Falk moved HF778 first engrossment be laid over for possible inclusion in the Environment, Natural Resources, and Agriculture Finance Omnibus bill.

Rep Persell explained his bill HF778.

Forest Boe, Director of Forestry - Minnesota Department of Natural Resources, introduced himself for the record, testified on HF778 first engrossment and answered questions from members of the Committee.

Chair Falk renewed the motion that HF778 first engrossment be laid over for possible inclusion in the Environment, Natural Resources, and Agriculture Finance Omnibus bill.

HF1527 (Bernardy) School trust lands director costs required to be paid from the minerals management account, and money appropriated.

Rep McNamara moved HF1527 be laid over for possible inclusion in the Environment, Natural Resources, and Agriculture Finance Omnibus bill.

Rep Bernardy explained her bill HF1527 and answered questions from members of the Committee.

Judith Fedo - Retired Teacher, introduced herself for the record, testified in support of HF1527 and answered questions from members of the Committee.

Grace Keliher - Minnesota School Boards Association, introduced herself for the record and testified in support of HF1527.

Discussion to HF1527 followed the testimony.

Chair Falk renewed the motion that HF1527 be laid over for possible inclusion in the Environment, Natural Resources, and Agriculture Finance Omnibus bill.

Chair Falk moved HF865 third engrossment be laid over for possible inclusion in the Environment, Natural Resources, and Agriculture Finance Omnibus bill.

Chair Falk move to amend HF865 (see attached amendment H0865A8). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Sundin explained his bill HF865 third engrossment as amended and answered questions from members of the Committee. .

Garth Hickle, State Program Coordinator - Minnesota Pollution Control Agency, introduced himself for the record, testified in support of HF865 third engrossment as amended and answered questions from members of the Committee.

Chair Falk invited members of the audience to testify on HF865 third engrossment as amended.

Victoria Reinhardt, Ramsey County Commissioner - Solid Waste Management Coordinating Board, introduced herself for the record and testified in support of HF865 third engrossment as amended.

Ed Freeman, Chief Financial Officer - Bro-tex (Carpet Recycler), introduced himself for the record and testified in support of HF865 third engrossment as amended.

Troy Freihammer, Engineering Manager - Stearns County Solid Waste Administration, introduced himself for the record and testified in support of HF865 third engrossment as amended.

Jennifer Mendez - The Carpet and Rug Institute, introduced herself for the record and testified against HF865 third engrossment as amended.

Discussion and questions followed the testimony on HF865 third engrossment as amended.

Chair Falk renewed the motion that HF865 third engrossment as amended be laid over for possible inclusion in the Environment, Natural Resources, and Agriculture Finance Omnibus bill.

Rep Wagenius moved HF641 be recommended to pass and re-referred to the Legacy Committee.

Rep Wagenius moved to amend HF641 (see attached H0641DE2 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Wagenius explained Article 1 of HF641 as amended by the HF641DE2 amendment and answered questions from members of the Committee.

Rep Kahn explained Article 2 of HF641 as amended by the HF641DE2 amendment and answered questions from members of the Committee.

HFXXXX Water Pricing and Permitting (HF1679).

Members of the audience were invited to testify on HFXXXX (HF1679)

Jack MacKenzie, Executive Director - MN Golf Course Superintendents Association, introduced himself for the record, spoke about groundwater issues as they relate to golf courses and answered questions from members of the Committee.

Discussion on HF641 as amended continued.

Greta Gauthier, State Program Manager - Minnesota Department of Agriculture introduced herself for the record and answered questions from members of the Committee.

Brad Redlin, Project Manager - Minnesota Department of Agriculture, introduced himself for the record and answered questions from members of the Committee.

John Jaschke, Director - Board of Water and Soil Resources, introduced himself for the record and answered questions from members of the Committee.

Courtland Nelson, Natural Resources Manager Metropolitan Parks - Minnesota Department of Natural Resources, introduced himself for the record and answered questions from members of the Committee.

Bob Meier, Senior Administrative Office - Minnesota Department of Natural Resources, introduced himself for the record and answered questions from members of the Committee.

Len Price, Executive Director - Conservation Corps of Minnesota and Iowa, introduced himself for the record and answered questions from members of the Committee.

Kirk Koudelka, Assistant Commissioner - Minnesota Pollution Control Agency, answered questions from members of the Committee.

Linda Bruemmer, Environmental Health Division Director - Minnesota Department of Health introduced herself for the record and answered questions from members of the Committee.
