MINUTES

Representative David Dill, Chair of the Environment and Natural Resources Policy Committee, called the ninth meeting to order at 4:05 p.m., on February 27, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Persell moved HF 896 - requiring the installation of electric fish barriers - as amended, be recommended to pass and be placed on the General Register.

MOTION PREVAILED

Representative Hansen moved HF 737 - clean water fund expenditures authorized, reporting requirements modified, Petroleum Tank Release Cleanup Act modified - be recommended to pass and re-referred to Committee on Civil Law.

Representative Hansen moved HF 737 be amended as follows:

Page 6, line 6.20, after the period, delete "The"

Page 6, delete lines 6.21 and line 6.22

Page 6, line 6.23 delete everything before the period

Kirk Koudelka, Assistant Commissioner Minnesota Pollution Control Agency, outlined the bill and answered questions. Chris McLain, of the Petroleum Mediation Program, answered questions.

Representative Hansen renewed his motion that HF 737, as amended, be recommended to pass and be re-referred to Civil Law Committee.

Representative Hackbarth called for a roll call vote.

Representative Persell moved that HF778 be recommended to pass and be re-referred to the Committee on Government Operations.

Representative Persell moved amendment A13-0110 to HF 778.

Forest Boe, Director of Forestry, Minnesota Department of Natural Resources, and Wayne Brandt, Minnesota Timber Association & the Minnesota Forest Industry, spoke on behalf of HF 778.

Representative Persell renewed his motion that HF 778, as amended, by recommended to pass and be re-referred to the Committee on Government Operations.

Representative McNamara moved HF 228 - creating increased penalties for wildfire arson - be recommended to pass and be re-referred to the Judiciary Finance and Policy Committee.

Representative Johnson, B., presented HF 228 to the committee.

Representative McNamara renewed his motion that HF 228 be recommended to pass and be re-referred to the Judiciary Finance and Policy Committee.
