MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15AM, March 19, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was established.

Representative Quam moved the minutes of March 18, 2014 be approved.
THE MOTION PREVAILED.

Representative Quam moved HF2698 (Sundin) School district debt service equalization provided for debt incurred as the result of a natural disaster.

Representative Quam moved the author’s HF2698A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Members’ questions and comments were addressed throughout the bill’s presentation.

Chair Marquart laid over HF2698 as amended.

Representative Slocum moved HF2326 (Slocum) Recovery program additional funding sources created for students, and money appropriated.

Representative Slocum moved the author’s HF2326 A14-0920 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF2326 was provided by Traci Bowermaster, Recovery Schools; Martha Wegner, Recovery Schools; David Hay, Recovery Schools.

Representative Morgan moved HF2429 (Halverson) Independent School District No. 196, Rosemount-Apple Valley-Eagan; lease levy for a satellite transportation hub space authorized.

Public testimony on HF2429 was provided by Jeff Solomon, Director of Finance for School District #196.

Representative HF2679 (Mariani) Extended time review linked to the basic formula allowance, English language learners services extended, and safe schools levy increased.

Representative Mariani moved the author’s HF2679 A1-1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Davnie moved HF2476 (Davnie) Restrictive procedures standards clarified for schools, and money appropriated.

Public testimony on HF2476 was provided by Valerie Dosland, Intermediate School Districts; Sue Abderholden, NAMI Minnesota.

Representative Davnie moved HF2477 (Davnie) Early childhood literacy programs money appropriated.
