MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15AM, March 12, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Selcer moved HF2919 (Sawatzky) School facility finance plan required to be included in fiscal year 2016-2017 budget recommendations, onetime school facilities improvement revenue provided, base established for the new facilities finance plan, and money appropriated.

Public testimony on HF2919 was provided by Sam Walseth, Minnesota Rural Education Association; Scott Croonquist, Association of Metropolitan School Districts.

Members' questions and comments were addressed throughout the bill presentation.

Chair Marquart laid over HF2919.

House Researcher Tim Strom discussed a printout related to location equity revenue.


Representative Wills moved the minutes of March 11th, 2014 be approved.
THE MOTION PREVAILED.

Representative Bernardy moved HF2256 (Dorholt) Location equity revenue maximum amount authorized for any school district with more than 7,000 students.

Public testimony on HF2256 was provided by Saint Cloud Area Schools Superintendent Willie L. Jett II; Peter Hamerlinck, Saint Cloud Area Schools Board Member.

Members' questions and comments were addressed throughout the bill presentation.

Chair Marquart laid over HF2256.

Representative Brynaert moved HF2585 (Norton) Location equity regional definition adjusted.

Public testimony on HF2585 was provided by Rochester Public Schools Superintendent Mike Muñoz.

Representative Davnie moved HF2544 (Benson, J.) Location equity revenue calculation clarified. Representative Davnie moved the author’s A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF2544 as amended was provided by Scott Croonquist, Association of Metropolitan School Districts.

Members' questions and comments were addressed throughout the bill presentation.

Chair Marquart laid over HF2544 as amended.

Representative Radinovich moved HF2547 (Radinovich) Location equity revenue program eligibility expanded, and location equity revenue and referendum revenue calculation technical changes made.

Public testimony on HF2547 was provided by Jeff Olson, Superintendent of Saint Peter Public Schools; Deb Wanek, Superintendent of Pelican Rapids Public Schools; Jerry Hansen, Superintendent of Milaca Public Schools; Brad Lundell, Schools for Equity in Education; Sam Walseth, Minnesota Rural Education Association; Denise Dittrich, Minnesota School Board Association.
