MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, March 12, 2013 in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Marquart moved HF833 (Fischer) Harambee community school transfer from the East Metro Integration District to the Roseville School District clarified.

Chair Marquart moved the author's H0833A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF833 was provided by Representative Peter Fischer; Superintendent John Thein, Roseville Area Schools; William Bryan, Harambee Parent; Mike Boguszewski, Harambee Parent; and Harambee Superintendent Janet Mohr.

Members' questions and comments were addressed after the bill presentation.

Representative Marquart renewed his motion that HF833 be passed as amended and re-referred to the Committee on Capitol Investment. THE MOTION PREVAILED.

Representative Erickson, S. moved the minutes of March 7th, 2013 be approved.
THE MOTION PREVAILED.

Chair Marquart moved HF592 (Winkler) Perpich Center for Arts Education authorized to operate a voluntary integration magnet school, staff and facilities transferred, funding formulas modified, and money appropriated.

Chair Marquart moved the author's H0592A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony was provided by Representative Ryan Winkler; Sue Mackert, Executive Director, Perpich Center for Arts Education; Mary Cecconi, Executive Director of Parents United and former Board Member of Stillwater Schools; Bryan Bass, Principal of Crosswinds School; and Mike Zabel, Administrative Management Director of Perpich Center.

Members' questions and comments were addressed after the bill presentation.

Public testimony continued and was provided by Eric Celeste, Crosswinds parent; Tami Bayne-Kuczmarski, Crosswinds parent; Daniel Larson, Crosswinds parent; Sam Larson, Crosswinds student; Nate Celeste, Crosswinds student; and Joe Ryan. Each spoke in support of the bill. Keith Jacobus, Superintendent of South Washington County Schools and Lori Swanson, School Board Member of White Bear Area Schools, spoke against the bill.

Members' questions and comments continued.

Representative Marquart renewed his motion that HF592 be passed as amended and re-referred to the Committee on Government Operations. THE MOTION PREVAILED.

The meeting was adjourned at 9:49 AM.
