MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, February 26, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

House Fiscal Analyst Melissa Johnson explained a spreadsheet document related to federal sequestration.

Representative Newton moved HF366 (Sundin) Schools damaged by flooding in Rushford and Moose Lake replacement funding provided, bonds issued, and money appropriated.

Representative Morgan moved the author's amendment H0366A2. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF366 was provided by Bob Indihar, Superintendent of Moose Lake School District and Chuck Ehler, Superintendent of Rushford-Peterson School District. Each spoke in support of the bill.

Members' questions and comments were addressed throughout the bill presentation.

Representative Newton renewed his motion that, as amended, HF366 be passed and re-referred to the Committee on Capital Investment. THE MOTION PREVAILED.

Representative Wills moved the minutes of February 21, 2013 be approved.
THE MOTION PREVAILED.

Representative Selcer moved HF390 (Fritz) Minnesota State Academies capital improvements funding provided, bonds issued, and money appropriated.

Representative Gruenhagen moved amendment H0390DE1. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF390 was provided by Brad Harper, Superintendent of Minnesota State Academies and Peter Hargreaves of the Minnesota Department of Administration. Each spoke in support of the bill.

Members' questions and comments were addressed throughout the bill presentation.

Representative Selcer renewed her motion that, as amended, HF390 be passed and re-referred to the Committee on Capital Investment. THE MOTION PREVAILED.

Representative Radinovich moved HF225 (Erickson, R.) Independent School District No. 38, Red Lake; facilities construction and renovation funding provided, bonds issued, and money appropriated.

Public testimony on HF225 was provided by Steve Wymore, Superintendent of Red Lake Schools, Chris Borg, Building and Grounds Manager of Red Lake Schools, Roy Nelson, School Board Member of Red Lake Schools, and Willie Larson, Business Manager of Red Lake Schools. Each spoke in support of the bill.

Members' questions and comments were addressed throughout the bill presentation.

Representative Radinovich renewed his motion that HF225 be passed re-referred to the Committee on Capital Investment. THE MOTION PREVAILED.

The meeting was adjourned at 9:42 AM.
