Representative Lesch, Chair of Committee on Civil Law, called the meeting to order at 8:20 AM, Wednesday, March 26, 2014 in room 200 of the State Office Building.

Representative Rosenthal moved to approve minutes from Tuesday, March 25, 2014. THE MINUTES WERE APPROVED.

HF2276 (Holberg) Safe at home program participant data and real property records regulated.

Representative Holberg moved to re-refer HF2276 to the General Register.

Representative Holberg moved to amend HF2276 (See attached H2276DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF3073 (Atkins) Insurance fraud regulations modified, administrative penalty provided for insurance fraud, no-fault auto benefits regulated, property and casualty coverages regulated, deauthorization process created for the right of health care providers to receive payments under chapter 65B, reimbursement limited for prescription drugs, batch billing regulated, economic benefits modified under chapter 65B, and task force established on motor vehicle insurance coverage verification.

Chair Lesch moved to re-refer HF3073 to the Committee on Government Operations.

Representative Scott moved an amendment to HF3073 (See attached H3073A6). REPRESENTATIVE SCOTT WITHDREW THE AMENDMENT.

Chair Lesch moved an oral amendment to HF3073 as follows:
