MINUTES

Representative Poppe, Chair of Committee on Agriculture Policy, called the meeting to order at 8:15 a.m. Wednesday, February 6, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Faust moved approval of the minutes of January 24, 2013 and January 31, 2013.THE MOTION PREVAILED.

Vice-Chair Faust assumed the gavel at 8:18 a.m.

Rep. Poppe moved HF 251 be heard by the committee.

Dick Senese, Ph D., Senior Associate Dean, University of Minnesota Extension, testified regarding the Farmer Mediation Bill, HF 251.

Mary Nell Preisler, Program Director for Farmer Mediation, testified to her first hand experiences with the program.

Bruce Miller, Director of Membership and Field Services, Minnesota Farmers Union, testified in regards to HF 251.

David Skillbred, Vice President of government Relations, Independent Community Bankers Association, testified in regards to HF 251.

Colbey Sullivan, house research, answered a question regarding the legality of eliminating the sunset date and making the bill permanent.

Mark Miedtke, Citizens State Bank, testified in regards to HF 251.

Greta Gauthier, Minnesota Department of Agriculture, testified in support of HF251.

Dick Senese testified on the fiscal obligations of HF251.

Rep. Poppe moved that HF 251 be moved out of the committee to the House Floor, it was passed unanimously.

Rep Kiel presented on agriculture in her district.

Chair Poppe resumed the gavel at 9:20 a.m.

The meeting was adjourned at 9:42 a.m. Wednesday, February 6, 2013.
