MINUTES

Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 10:15 A.M. on May 2, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Holberg officially called the meeting to order at 10:17 A.M. A quorum was present.

Representative Nornes moved to approve the minutes from the committee meetings on April 4, 2011 and April 5, 2011. THE MOTION PREVAILED.

HF1230 (Fabian): State land disposition of receipts modified; state parks, state recreation areas, state forests, and state wildlife management areas added to and deleted from; Mississippi River management plan modified; and public and private sales and conveyances authorized for certain state lands.

Representative Holberg moved HF 1230 be recommended to pass and be placed on the General Register.

Representative Holberg moved HF 66 be recommended to pass and be placed on the General Register.

Representative Garofalo moved HF 873 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF874 (Garofalo): Education finance obsolete language removed.

Representative Garofalo moved HF 874 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF4 (Downey): State workforce reduction required, and early retirement program created.

Representative Downey moved HF 4 be recommended to pass and be placed on the General Register.

Representative Downey moved the H0004A12 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Holberg called a recess of the meeting at 11:29 A.M.

Representative Holberg re-convened the meeting at 7:01 P.M.

Representative Downey renewed his motion that HF 4, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF1234 (Downey): Commissioner of administration required to issue a request for proposals and enter into a contract for strategic sourcing consulting services.

Representative Downey moved HF 1234 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF632 (Howes): Maintenance plumbers licensed, and fees modified.

Representative Howes moved HF 632 be recommended to pass and be placed on the General Register.

Representative Howes moved to orally amend HF 632 as follows:

Delete Section 1

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Howes renewed his motion that HF 632, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

SF509 (Limmer): Voter photo identification requirement; picture identification issuance provisions; provisional balloting procedure establishment; challenged voter eligibility list establishment; electronic polling place roster standard for use establishment and use requirement; legislative task force on electronic roster implementation creation; recount procedure enacting; appropriating money.

Representative Kiffmeyer moved SF 509 be recommended to pass and be placed on the General Register.

Representative Kiffmeyer moved to delete the language in SF 509 and insert the language of HF 210 Fourth Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kiffmeyer moved the H0210A38 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kiffmeyer moved the H0210A45 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved the H0210A42 Amendment and requested a roll call vote.

The language of the HF210 will be offered as a delete everything amendment to SF509. The HF 210 Pre-Engrossment is an unofficial draft of that language.
