TRANSPORTATION POLICY AND FINANCE

MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:35 P.M. on Monday, March 19, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Vogel moved that the minutes from the committee meeting on March 14, 2012, be approved. THE MOTION PREVAILED.

HF1586 (McDonald) Motorcycle safety education program fund allocation provisions modified.

Representative Shimanski moved HF1586 and recommended it to pass and be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

Representative McDonald presented HF1586.

Testifiers: Frank Ernst, ABATE of Minnesota,
Bill Shaffer, Minnesota Department of Public Safety,
Joan Rasmussen, South Central College Center for Business and Industry, and
James Duncan, Resident of St. Paul.

Representative Shimanski renewed his motion that HF1586 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

HF2473 (Banaian) Transportation public-private partnership pilot program and related regulations established.

Representative Murray moved HF2473 and recommended it to pass and be re-referred to the General Register.

Representative Banaian presented HF2473.

Testifiers: Scott Peterson, Government Relations, MnDOT,
John Hausladen, Minnesota Trucking Association, and
Rich Neumeister, Private Citizen.

HF2473 was laid over.

Consideration of bonding recommendations.

Chair Beard moved recommendation of the following bonding projects by the Committee on Transportation Policy and Finance to the Committee on Capital Investment:

Local Road Improvement Program, HF267 (Morrow) and HF2047 (O'Driscoll),
Local Bridge Replacement and Rehabilitation, HF268 (Morrow) and HF2057 (Kiel),
Port Development Assistance, HF224 (Kelly),
Publicly Owned Airports, HF2085 (Beard),
Minnesota Valley Regional Rail Authority, HF411 (Morrow),
Highway 101 Bridge between Scott and Carver Counties, HF2624 (Beard),
Trunk Highway 52 Improvement, HF911 (Quam), and
Rail Service Improvement Program, HF266 (Morrow).

THE MOTION PREVAILED.
