MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:44 P.M. on Wednesday, February 15, 2012, in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Shimanski moved that the minutes from the committee meeting on February 13, 2012, be approved. THE MOTION PREVAILED.

Informational hearing on Transportation Economic Development bonding proposal.
Representative Bev Scalze,
Jim Tolaas, Public Works, City of Ramsey,
Matt Shands, MN Department of Transportation, and
Jeremy LaCroix, MN Department of Employment and Economic Development.

HF1835 (Scott) Sheriff vehicle list of paint colors expanded.

Representative Leidiger moved HF1835 and recommended it to pass and be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

Representative Scott presented HF1835.

Testifier: James Stuart, Anoka County Sheriff.

Representative Leidiger renewed his motion that HF1385 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

HF2008 (Nornes) Motorcycle road guard certificate established.
Representative Morrow moved HF2008 and recommended it to pass and be re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.
Representative Nornes presented HF2008.
Testifiers: Mack Backlund, ABATE Minnesota,
Dave Pecchia, Executive Director, MN Chiefs of Police Association,
Pat McCormack, Director, Driver and Vehicle Services, DPS, and
Major Ken Urquhart, MN State Patrol.

Representative Morrow renewed his motion that HF2008 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.
HF518 (Leidiger) Commissioner of transportation rule adoption authority limited for county state-aid roads and municipal state-aid streets, and complete streets policy promotion for local road authorities provision abolished.
Representative Leidiger moved HF518 and recommended it to pass and be re-referred to the Committee on Government Operations and Elections.
Representative Leidiger moved the H0518DE4 amendment.
Representative Leidiger presented the H0518DE4 amendment.
Representative Leidiger moved to incorporate the H518DE4 amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.
Representative Leidiger presented HF518, as amended.

Testifiers: Randy Maluchnik, President, Association of MN Counties,
Al Goodman, Lake County Engineer, and
Rick Kjonaas, State Aid for Local Transportation, MnDOT.

Representative Leidiger renewed his motion that HF518 be recommended to pass, as amended, and re-referred to the Committee on Government Operations and Elections. THE MOTION PREVAILED.
