TRANSPORTATION POLICY AND FINANCE

MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:48 P.M. on Wednesday, February 8th 2012, in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Leidiger moved that the minutes from the committee meeting on January 30, 2012, be approved. THE MOTION PREVAILED.

HF1915 (Runbeck) Municipal state-aid street system eligibility and allocation amended.

Representative Benson moved HF 1915.

Representative Benson moved the H1915A1 amendment.

Representative moved to incorporate the H1915A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Runbeck presented HF 1915, as amended.

Testifiers: Jim Keinath, City Administrator, Circle Pines.

HF1915 was laid over, as amended, for possible inclusion in the Omnibus Transportation Policy Bill.

Representative Murdock assumed the gavel at 12:55 P.M.

HF1588 (Beard) Toll lanes provisions modified.

Representative Beard moved HF 1588.

Representative Beard moved the H1588A1 amendment.

Representative Beard presented the H1588A1 amendment.

Nick Thompson, MnDOT Policy, Safety and Strategic Initiatives Division Director,
Robert Tennesen, I-35W Solutions Alliance.

Representative Beard moved to incorporate the H1588A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1588 was laid over, as amended, for possible inclusion in the Omnibus Transportation Policy Bill.

HF1284 (Beard) Train crews exempted from driver's license requirement.

Representative Beard moved that HF1284 be recommended to pass and re-referred to the Committee on Government Operations and Elections.

Representative Beard moved the A12-0559 amendment.

Representative Beard presented the A12-0559 amendment.

Representative Beard moved to incorporate the A12-0559 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard moved the H1284A5 amendment.

Representative Beard moved to incorporate the H1284A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard moved the H1284A4 amendment.

Testifiers: Dan Knuth, Bicycle Alliance of Minnesota, and
Anne Finn, League of Minnesota Cities.

Representative Beard moved to incorporate the H1284A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Champion moved the H1284A3 amendment.

Representative Champion presented the H1284A3 amendment.

Representative Champion moved to incorporate the H1284A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard moved the H1284A6 amendment.

Representative Beard presented the H1284A6 amendment.

Testifier: Pat McCormack, Director, Driver and Vehicle Services, DPS.

Representative Beard modified the H1284A6 amendment as follows:
Page 1, line 1.8, add "to" after "owner to add" and strike the comma after "tax."

Representative Beard moved to incorporate the H1284A6 amendment, as modified. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard moved to incorporate HF1915, as amended, into HF1284. THE MOTION PREVAILED.

Representative Beard moved to incorporate HF1588, as amended, into HF1284. THE MOTION PREVAILED.

Representative Beard presented HF1284, as amended.

Testifiers: Sue Groth, State Traffic Engineer, MN Department of Transportation, and
Major Ken Urquhart, MN State Patrol.

Representative Beard renewed his motion that HF1284 be recommended to pass, as amended, and re-referred to the Committee on Government Operations and Elections. THE MOTION PREVAILED.

Representative Beard assumed the gavel at 1:48 P.M.

Presentation by the MN Department of Public Safety on the Minnesota License and Registration System (MNLARS).
Pat McCormack, Director of Driver and Vehicle Safety, and
Mary Ellison, Deputy Commissioner, MN Department of Public Safety.



The meeting was adjourned at 2:15 P.M.
