MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 10:08 A.M. on Monday, April 18, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Shimanksi moved that the minutes from the committee meeting on April 13, 2011 be approved. THE MOTION PREVAILED.

HF210 (Kiffmeyer) Voter picture identification required before receiving a ballot, identification cards provided at no charge, provisional ballot procedures established, election administration procedures specified, electronic polling place required, recount procedures enacted, and money appropriated.

Representative Vogel moved that HF210 be recommended to pass and re-referred to the committee on Ways and Means.

Representative Kiffmeyer presented HF210.

Representative Vogel moved to incorporate the H0210A35 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Champion moved the HRD3 amendment to HF210 as follows:
Page 6, delete line 7 and insert:
"(i) Social Security number, or (ii) certification that the applicant has not been assigned a Social Security number;"

Representative Champion moved to incorporate the HRD3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Vogel renewed his motion that HF210 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means.

Representative Champion moved an amendment to that motion and moved that HF210 be recommended to pass, as amended, and re-referred to the Committee on Civil Law. THE MOTION DID NOT PREVAIL.

Representative Vogel renewed his motion that HF210 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF89 (Benson) Voter picture identification required before receiving a ballot, voter identification card provided at no charge, canvassing deadlines changed, notice required, and provisional balloting procedure established.

Representative Benson moved that HF89 be recommended to pass and re-referred to the Committee on Ways and Means.

Representative Benson moved the H0089DE2 amendment.

Representative Benson moved an oral amendment to the H0089DE2 amendment as follows:
Page 4, section 5, line 5, delete "$5" and insert "$9.85."

Chair Beard recessed the committee at 12:15 P.M.

HF1403 (Beard) Metropolitan transportation planning modified, metropolitan transportation board created, and board designated as the metropolitan planning organization for purposes of federal transportation law.

Representative Nelson moved that HF1214 be laid over for possible inclusion in the Omnibus Transportation Policy Bill.

Representative Nelson amended his motion that HF1214 be laid over for possible inclusion in the Omnibus Transportation Policy Bill and moved that HF1214 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

HF1310 (Shimanski) Overweight vehicle permit provisions modified, provision governing medical waiver to operate commercial vehicle in intrastate commerce modified, obsolete language removed and clarifying changes made.

Representative Shimanski moved that HF1310 be laid over for possible inclusion in the Omnibus Transportation Policy Bill.

HF1367 (Banaian) Mississippi River bikeway trail established, Veterans Memorial Highway description modified, left turns regulated, and commissioner of transportation authorized to pursue federal financing and local government participation for rail service improvement.

Representative Benson moved that HF1367 be laid over for possible inclusion in the Omnibus Transportation Policy Bill.
