TRANSPORTATION POLICY AND FINANCE

MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:35 P.M. on Monday, March 14, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Buesgens moved that the minutes from the committee meeting on March 9, 2011, be approved. THE MOTION PREVAILED.

HF712 (Nornes) Mini truck operation authorized on local roads, and special permits eliminated for mini truck operation.

Representative Vogel moved H0712.

Representative Morrow moved the H0712A1 amendment. THE MOTION PREVAILED.

Representative Nornes presented H0712
Testifiers: Randy Nilson, Double R Outdoor Products, Swanville, Minnesota,
Major Ken Urquhart, Minnesota State Patrol,
Anne Finn, League of Minnesota Cities,
Dave Pecchia, Executive Director, Minnesota Chiefs of Police Association, and
Ryan O'Connor, Association of Minnesota Counties.

H0712 was laid over, as amended, for possible inclusion in the Omnibus Transportation Finance Bill.

HF347 (Howes) Motor vehicle and drivers' license transaction fees modified.

Representative Sanders moved that H0347 be recommended to pass and re-referred to the Committee on Ways and Means.

Representative Eken moved the A11-0069 amendment. THE MOTION PREVAILED.

Chair Beard made an oral amendment as follows:
Page 3, delete section 3, and
Page 3, line 3.31, delete "3" and insert "2" THE MOTION PREVAILED.

Representative Howes presented H0347
Testifiers: Jim Hirst, Minnesota Deputy Registrars Association, and
Pat McCormack, Director, Driver Vehicle Services

Representative Sanders renewed his motion that H0347 be recommended to pass, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
