MINUTES

Representative Linda Runbeck, Chair of the Property and Local Tax Division, called the meeting to order at 8:15 AM on March 28, 2012, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

At 8:25 a quorum was present.

Representative LeMieur moved the approval of the minutes of March 19, 2012.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Runbeck moved HF2786.

HF2786 (Swedzinski) Qualifying cities exempted from 2011 aid penalties.

Representative Swedzinski presented HF2786.

Chair Runbeck moved the H2786A2 amendment.

Chair Runbeck moved the oral amendment to the H2786A2 amendment:
On page 1, line 4, after "Villard" insert "provided that the state auditor certifies that all forms for calendar year 2010 have been submitted by the city by May 31, 2012". THE ORAL AMENDMENT WAS ADOPTED.

Chair Runbeck moved the oral amendment to the H2786A2 amendment:
On page 1, line 5, strike "$795,000" and insert "$794,597". THE ORAL AMENDMENT WAS ADOPTED.

THE H2786A2 AMENDMENT WAS ADOPTED.

Chair Runbeck moved HF2786, as amended, be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Chair Runbeck moved HF1954.

HF1954 (Downey) Counties and cities required to report additional budgetary information.

Representative Downey presented HF1954.

Representative Marquart moved the H1954A3 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Mahoney moved the oral amendment to HF1954:
On page 7, line 26 after the period insert: "If you miss the deadline you can apply and will receive an eighteen month extension". THE AMENDMENT WAS NOT ADOPTED.

Chair Runbeck moved HF1954 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Chair Runbeck moved HF2320.

HF2320 (Hilty) Carlton County; tax levy authorized for cemetery purposes.

Representative Hilty presented HF2320.

Chair Runbeck moved HF2320 be re-referred to the General Register. THE MOTION PREVAILED.

Chair Runbeck moved HF2424.

HF2424 (Mullery) Land-banked property tax exemptions modified.

Representative Mullery presented HF2424.

Chair Runbeck moved HF2424 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Chair Runbeck moved HF2927.

HF2927 (Hortman) Metropolitan Council and Three Rivers Park District spending authority modified.

Representative Hortman presented HF2927.

Chair Runbeck moved the A12-0805 amendment. THE AMENDMENT WAS ADOPTED.

Chair Runbeck moved the oral amendment to HF2927:
On page 1, line 10 insert: "The board shall continue to repair, operate and maintain, the Coon Rapids Dam".

Division was called. THE MOTION DID PREVAIL. THE AMENDMENT WAS ADOPTED.

Representative McDonald moved the oral amendment to HF2927:
On page 1, line 7 after "county" strike "."and insert ", whatever the dollar amount that the Three Rivers Park currently does not use, the Park Board shall reduce the levy by that amount in the following year".

Representative McDonald withdrew the oral amendment.

Chair Runbeck moved HF2927, as amended be re-referred to the Committee to Taxes. THE MOTION PREVAILS.
