PROPERTY AND LOCAL TAX DIVISION

MINUTES

Representative Runbeck, Chair of the Property and Local Tax Division Committee, called the meeting to order at 8:16 A.M. on March 3, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Petersen moved the approval of the minutes from February 24, 2011.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Runbeck moved HF 143.

HF 143 (Anderson, P.) Glenwood Township; aggregate material tax imposition allowed for Glenwood Township in Pope County's stead.

Representative Anderson presented HF 143.

Chair Runbeck laid HF 143 over for possible inclusion in the Property and Local Tax Division report.

Representative Davids moved HF 22.

HF 22 (Davids) Property tax 4c classification requirements modified.

Representative Davids presented HF 22.

Chair Runbeck moved the HF0022DE2 amendment.
THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.

Chair Runbeck laid over HF 22, as amended, for possible inclusion in the Property and Local Tax Division report.

Representative Barrett moved HF 112.

HF 112 (Barrett) Taylors Falls; border city development zone powers established, and money appropriated.

Representative Barrett presented HF 112.

Chair Runbeck moved HF 112 to be referred to the Committee on Jobs and Economic Development Finance.

Chair Runbeck moved HF 680.

HF 680 (Buesgens) Property tax and other property tax authority funding power eliminated.

Representative Buesgens presented HF 680.

THE MOTION PREVAILED.

Chair Runbeck moved HF 398.

HF 398 (Lenczewski) Property tax aid and credit programs eliminated except those paid directly to the taxpayer, homeowner property tax refund program enhanced, all maintenance of effort requirements terminated, prohibition against local sales taxes eliminated, metro and iron range fiscal disparities programs eliminated, levy limits repealed, and green acres, rural preserves, and metropolitan agricultural preserves repealed.

Representative Lenczewski moved the H0398A2 amendment.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lenczewski presented HF 398, as amended.

HF 679 (Marquart) Valuation notice required to specifically note when a property has been reclassified from the previous assessment year.

Representative Marquart presented HF 679.
