MINUTES

Representative Lanning, Chairman of the State Government Finance Committee, called the meeting to order at 8:22 a.m. on March 21, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Leidiger moved that the minutes from the committee meeting on March 20, 2012, be approved. THE MOTION PREVAILED.

HF1821 (Dettmer) Small business set-aside program changed for veteran-owned small businesses, county set-aside programs authorized for veteran-owned small businesses, and reporting requirements changed.

Chairman Lanning moved that HF1821 be recommended to pass and re-referred to the Ways and Means Committee.

Chairman Lanning renewed his motion that HF1821 be recommended to pass and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF2720 (Banaian) State government budget preparation requirements changes made.

Representative Banaian moved that HF2720 be recommended to pass and re-referred to the Ways and Means Committee.

Representative Banaian moved the H2720DE1 amendment. THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2720, as amended.

Representative Banaian renewed his motion that HF2720 be recommended to pass, as amended, and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF157 (Ward) Brainerd; new veterans nursing home funding provided, bonds issued, and money appropriated.
Chairman Lanning moved that HF157 be laid over for possible inclusion.

The committee heard testimony on HF157.

HF17 (Koenen) Montevideo; veterans home funding provided, bonds issued, and money appropriated.

Chairman Lanning moved that HF2766 be laid over for possible inclusion.

HF2555 (Kiffmeyer) Sunset review changes implemented, agency requirements changed, posting required for felony or gross misdemeanor and malpractice settlements or judgments for a regulated practitioner, regulated practitioner information required, fund transfer prohibited, and money appropriated.

Chairman Lanning moved that HF2555 be carried over to the next regularly scheduled committee meeting.

Representative Banaian moved the H2555A8 amendment. THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2555.

Further action on HF2555 was postponed to the next regularly scheduled committee meeting.
